The National Human Rights Commission, including the Committee for the Prevention of Torture, operates through specialized committees responsible for monitoring, receiving complaints, conducting inquiries, protecting victims, and following up on the implementation of relevant international conventions, while preserving the independence of the Commission.

An integrated national protection system

The committees of the National Human Rights Commission form a specialized institutional framework for addressing human rights issues in Lebanon, particularly the prevention of torture, respect for international humanitarian law, protection of child victims of violations, protection of the rights of persons with disabilities, and combating trafficking in persons.

These committees are guided by the principles of independence, protection, confidentiality, effective monitoring, and the submission of recommendations to the competent authorities.

Committee for the Prevention of Torture

The Committee studies and follows up on the conditions of persons deprived of their liberty in places of detention, with a view to strengthening their protection from torture and other cruel, inhuman, or degrading treatment or punishment.

  • Visiting places of detention periodically or unexpectedly and without obstruction.
  • Obtaining information on detainees and their conditions of detention.
  • Conducting confidential interviews with persons deprived of their liberty.
  • Submitting observations and recommendations to improve conditions of deprivation of liberty.

International Humanitarian Law Committee

The Committee works to ensure respect for international humanitarian law conventions, protocols, and relevant customary rules to which Lebanon is a party.

  • Monitoring and documenting violations of international humanitarian law.
  • Providing opinions on relevant legislative and administrative texts.
  • Promoting the dissemination of international humanitarian law and its implementation mechanisms.

Child Victims' Grievance Committee

This Committee serves as the national grievance mechanism for child victims of violations of children’s rights. Its work is guided by the principle of the best interests of the child and respect for the child’s views.

  • Receiving complaints from children, their legal guardians, or third parties.
  • Examining, processing, and determining complaints without delay.
  • Requesting urgent interim protection measures when necessary.
  • Promoting and monitoring implementation of the Convention on the Rights of the Child and its Optional Protocols.

Committee on the Rights of Persons with Disabilities

This Committee serves as the national mechanism for the protection of the rights of persons with disabilities, without prejudice to the powers vested in the competent authorities and bodies.

  • Receiving complaints concerning violations of the rights of persons with disabilities.
  • Conducting inquiries, examining complaints, and contributing to their resolution.
  • Acting on its own initiative in cases of violations that come to its attention.
  • Promoting and monitoring implementation of the Convention on the Rights of Persons with Disabilities and its Optional Protocol.

This Committee is competent to combat trafficking in persons and ensure the protection of victims and witnesses, without prejudice to the powers vested in the relevant authorities.

  • Raising awareness of mechanisms for detecting and reporting trafficking in persons.
  • Monitoring the implementation of relevant laws and international conventions.

The Committee for the Prevention of Torture enjoys special powers enabling it to carry out its mandate, including access to information concerning persons deprived of their liberty, freedom to choose the places it wishes to visit and the persons it wishes to interview, and communication with the Subcommittee on Prevention of Torture.

Protection of persons deprived of liberty

Places of deprivation of liberty include, but are not limited to, prisons, detention facilities, police stations, holding cells, juvenile centres and institutions, ports, airports, hospitals, psychiatric institutions, and any place where persons are or may be deprived of their liberty.
