Places of deprivation of liberty Under the mandate of the CPT

The categories below identify places of deprivation and/or restriction of liberty covered by the Committee for the Prevention of Torture (CPT), across public authorities, institutions, organisations and non-State actors.

12 Categories of places and responsible authorities

Places covered by the mandate

Detention facilities, care institutions, shelters and other settings involving deprivation or restriction of liberty.

  1. Internal Security Forces

    Directorate General of Internal Security Forces · Ministry of the Interior

    Places of deprivation of liberty, including prisons, pretrial detention facilities, police stations, disciplinary centres for minors, temporary detention facilities at border crossings, airports and seaports, and investigation facilities of the ISF Information Department.

  2. General Security

    General Directorate of General Security · Ministry of the Interior

    Places of deprivation of liberty, including temporary detention facilities, refugee detention centres, shelters and safe houses for migrants and survivors of human trafficking, and temporary detention facilities at border crossings, airports and seaports.

  3. State Security

    General Directorate of State Security · Supreme Defence Council

    Places of deprivation of liberty, including temporary detention and investigation facilities.

  4. Customs

    General Directorate of Customs · Ministry of Finance

    Places of deprivation of liberty, including temporary detention facilities at border crossings, airports and seaports.

  5. Lebanese Army

    Lebanese Army · Ministry of National Defence

    Places of deprivation of liberty, including prisons and temporary detention centres and facilities, military barracks, military police pretrial detention stations, and investigation facilities of Military Intelligence.

  6. Parliament Security Force

    Parliament police, Internal Security Forces and a Lebanese Army company

    Places of deprivation and/or restriction of liberty under the authority of the Parliament Security Force, including temporary detention and investigation facilities.

  7. Health and care institutions

    Governmental and non-governmental organisations · Ministry of Public Health supervision and/or contractual arrangements

    Places of deprivation and/or restriction of liberty, including hospitals and psychiatric institutions treating persons with mental health conditions, quarantine facilities, centres for older persons including persons with dementia, drug and alcohol treatment centres, and any other treatment centres involving deprivation or restriction of liberty.

  8. Social care and protection facilities

    Governmental and non-governmental organisations · Ministry of Social Affairs supervision and/or contractual arrangements

    Places of deprivation and/or restriction of liberty, including orphanages, centres and associations caring for orphans, boarding schools for persons with disabilities, shelters for survivors of gender-based violence or human trafficking, shelters for LGBTQ+ survivors of violence, and centres and shelters for older persons.

  9. Diplomatic missions and shelters

    Authority or jurisdiction of diplomatic missions in Lebanon

    Places of deprivation and/or restriction of liberty, including shelters for migrant domestic workers, survivors of gender-based violence and survivors of human trafficking, and any other shelters established by embassies and/or consulates for migrant domestic workers, inside or outside embassy premises and their territorial jurisdiction.

  10. Education and boarding facilities

    Governmental and non-governmental organisations · Ministry of Education and Higher Education supervision and/or contractual arrangements

    Places of deprivation and/or restriction of liberty, including orphanages, centres and associations caring for orphans, and other types of boarding schools.

  11. Juvenile justice and rehabilitation

    Ministry of Justice or other governmental and non-governmental organisations

    Places of deprivation of liberty, including juvenile correctional and rehabilitation centres, disciplinary centres, and all other facilities providing interventions involving juveniles and minors.

  12. Non-State actors

    Non-State actors

    Places of deprivation and/or restriction of liberty under the authority of non-State actors.
