Submit a Complaint

The National Human Rights Commission, including the Committee for the Prevention of Torture, is an independent national institution mandated to receive, follow up on, and address complaints concerning human rights violations, in accordance with Law No. 62/2016 and the Paris Principles governing the work of national human rights institutions.

How is a complaint handled?

Complaints pass through several stages to ensure that each case is considered professionally and carefully, according to its nature and the information available.

ReceiptThe complaint and the information and supporting documents submitted are registered.

Initial AssessmentThe subject matter is reviewed and the scope of the Commission’s mandate is determined.

Information Gathering and InvestigationThe facts are verified and any necessary information is requested.

Settlement or MediationAn appropriate resolution may be pursued where applicable.

Referral or RecommendationsThe matter may be referred to the competent judicial authorities, or recommendations and reports may be issued.
