The 2025 annual report of Lebanon’s National Human Rights Commission, including the Committee for the Prevention of Torture, was published in the Official Gazette, Issue No. 35m, dated 14 August 2026, fulfilling the legal requirement to publish the report and make it publicly accessible. The report appears under the Commission’s name in the issue’s circulars and notices section.
Publication implements Article 15(d) of Law No. 62 of 27 October 2016, which established the Commission. This provision requires the Commission and the Committee, each within its mandate, to prepare a unified report covering their annual programme, achievements and challenges. The Commission must submit the report to the Presidency of the Republic, the Presidency of Parliament, the Presidency of the Council of Ministers and the President of the Higher Judicial Council. The law explicitly requires publication in the Official Gazette and provides that Parliament may discuss the report.
Publication therefore fulfils a statutory obligation linking institutional reporting with public access and parliamentary scrutiny. It strengthens transparency and enables public institutions, human rights organisations, researchers and the media to review the report and follow up on its findings.
Alongside this requirement for public disclosure, the law establishes safeguards for victims and witnesses. The same provision requires the report to exclude personal information or details that could reveal their identities without their consent, balancing transparency with the protection of those concerned.
