The National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT), participated in the Gherbal Integrity and Reform Annual Forum, “GIRAF 2026,” represented by Commission member lawyer Raymond Medlej. Organised by Gherbal Initiative, the forum took place on 22–23 October 2026 at the Kempinski Summerland Hotel in Beirut.
The forum brought together representatives of civil society, oversight bodies, public institutions, investigative journalism, the private sector and donor organisations, alongside regional participants, to discuss integrity, reform and accountability and strengthen cooperation and exchanges of experience.
The Commission’s participation reflects its engagement with civil society initiatives and dialogue addressing the performance of public institutions and the relationship between good governance and human rights protection. Combating corruption and strengthening transparency are essential to ensuring fair resource allocation and access to public services, particularly for people most vulnerable to marginalisation.
Access to information is central to these efforts. It enables individuals, journalists, researchers and civil society organisations to scrutinise public decisions and policies, understand public expenditure and participate meaningfully in public affairs. Making information clear and accessible also strengthens public oversight and trust in institutions.
Exchanges among independent institutions, oversight bodies and civil society provide opportunities to develop cooperation while respecting each institution’s mandate and independence. They also help connect reform discussions with people’s rights and needs. Transparency and accountability deliver tangible benefits when they improve public services, ensure equal treatment and protect human dignity.
