On the sidelines of the 14th St. Petersburg International Legal Forum, Dr. Fadi Gerges, President of the National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture (NHRC-CPT), held a meeting with Mr. Konstantin Panferov, Deputy Minister of Justice of the Russian Federation.
The meeting focused on ways to strengthen cooperation between the NHRC-CPT and the Russian Ministry of Justice in areas of mutual interest, particularly the protection of human rights, the promotion of the rule of law, the development of national justice institutions, the prevention of torture, and the exchange of expertise and best practices in accordance with international standards.
During the meeting, Dr. Gerges emphasized the importance of strengthening cooperation and dialogue to enhance the protection of human rights and fundamental freedoms. He also reaffirmed the NHRC-CPT’s commitment to learning from leading international experiences and expanding its partnerships with counterpart institutions in order to strengthen institutional capacities and reinforce the Commission’s role in fulfilling its mandate under Lebanese law and the relevant international conventions.
The meeting took place as part of the NHRC-CPT’s participation in the 14th St. Petersburg International Legal Forum, held from 24 to 26 June 2026 at the ExpoForum Convention and Exhibition Centre in St. Petersburg. The Forum brought together senior government officials, judges, legal experts, academics, and representatives of national and international institutions.
The Forum is recognized as one of the world’s leading platforms for legal dialogue, addressing the development of legal systems, the role of law in serving individuals and institutions, the improvement of law enforcement practices, the promotion of legislative initiatives, and responses to global legal and socioeconomic challenges.
The NHRC-CPT’s participation in this international event reflects its commitment to strengthening Lebanon’s presence in international legal and human rights fora and expanding cooperation with counterpart institutions in support of human rights, justice, and the rule of law.
