The National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT), announces the publication of its Internal Bylaws and Financial Regulations in Issue No. 49 of the Official Gazette, dated 20 November 2025, pursuant to Decrees No. 1726 (Internal Bylaws) and 1727 (Financial Regulations).
The publication of these regulations marks a significant step in enabling the Commission to carry out its mandate to protect human rights, develop procedures for receiving complaints and conducting visits, and apply international standards on the prevention of torture and other cruel, inhuman or degrading treatment or punishment.
The adoption of the two regulations is consistent with Law No. 62/2016, which established the Commission, and with Lebanon’s international obligations, particularly under the Optional Protocol to the Convention against Torture (OPCAT). They provide a framework for transparent administrative and financial operations and reinforce the institutional independence required under the Paris Principles governing national human rights institutions.
