The Working Group on Torture Prevention (WGTP) has officially launched a Call for Expressions of Interest to establish a National Roster of External Experts in support of the Lebanese National Preventive Mechanism (NPM / NHRC-CPT).
This national initiative aims to create a multidisciplinary pool of qualified professionals who can provide specialized technical expertise during monitoring visits to places of deprivation of liberty, as well as support thematic research, capacity-building, and torture prevention strategies across Lebanon.
The Working Group on Torture Prevention (WGTP) is one of Lebanon’s leading civil society coalitions working to combat torture and promote human rights. Established in 2007, the coalition emerged as a unified response by Lebanese human rights organizations to the persistent use of torture and ill-treatment, particularly in places of deprivation of liberty, despite Lebanon’s ratification of the United Nations Convention against Torture (UNCAT) in 2000 and the Optional Protocol to the Convention against Torture (OPCAT) in 2008.
Created to strengthen cooperation among civil society organizations, the Working Group coordinates advocacy, legal reform, research, monitoring, documentation, capacity-building, and training initiatives aimed at preventing torture, supporting survivors, promoting rehabilitation, and ensuring accountability for perpetrators. Through nearly two decades of sustained engagement, the WGTP has become a key actor within Lebanon’s human rights community, working closely with national institutions, international organizations, United Nations agencies, donors, and other partners to strengthen legislation, improve detention monitoring mechanisms, advance institutional reforms, and foster a culture of respect for human dignity and the absolute prohibition of torture.
The coalition currently brings together ALEF – Act for Human Rights, Restart Center for Rehabilitation of Victims of Violence and Torture, the Lebanese Center for Human Rights (CLDH), Proud Lebanon, AJEM, Caritas Lebanon, and the Human Rights Institute at the Tripoli Bar Association, combining their expertise and resources to advocate for systemic reforms and enhance the protection of persons deprived of their liberty throughout Lebanon.
Strengthening Protection Through Multidisciplinary Expertise
In alignment with the Optional Protocol to the Convention against Torture (OPCAT) and international human rights standards, the integration of multidisciplinary experts enhances the quality, credibility, and overall impact of preventive monitoring.
The roster will allow the WGTP, in coordination with and upon request from the Lebanese NPM, to deploy specialists across key sectors to identify risk factors relating to torture and ill-treatment, conduct interviews, and contribute to specialized analysis while respecting the NPM’s operational independence.
Profiles Sought
The WGTP is inviting qualified professionals from a broad range of technical disciplines to submit their interest, including:
- Medical & Healthcare Professionals: General practitioners, forensic physicians, psychiatrists, physiotherapists, nurses, and public health specialists.
- Mental Health & Social Experts: Psychologists, mental health therapists, and social workers.
- Legal & Human Rights Experts: Legal and judicial actors, criminologists, detention monitors, and human rights practitioners.
- Specialized Consultants: Forensic specialists, gender specialists, disability rights experts, data specialists, and Monitoring & Evaluation (M&E) professionals.
Qualifications and Engagement Modality
Candidates will be evaluated on their professional qualifications, knowledge of national and international human rights standards, independence, adherence to ethical standards, report-writing skills, and ability to communicate fluently in Arabic. Selected experts will be engaged on an ad hoc, short-term task basis to support specific missions or capacity-building workshops.
