The National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture (NHRC-CPT) launched today, 16 July 2026, the first stage of its recruitment process for Human Rights Researchers and Investigators, with written examinations held at the Commission’s headquarters in Beirut.
The recruitment process is part of the Commission’s ongoing efforts to strengthen its institutional capacity by attracting qualified professionals who will contribute to the promotion and protection of human rights in Lebanon. Successful candidates will support the Commission’s work in monitoring, documentation, investigations, reporting, and other activities carried out under its national mandate.

The written examination consisted of two components. The first assessed candidates’ language and writing skills in Arabic and either English or French, evaluating their ability to communicate effectively and prepare professional correspondence and reports. The second focused on human rights research, investigation, and documentation through a case-study exercise designed to assess candidates’ analytical and legal reasoning skills, including their knowledge of international human rights law, international humanitarian law, legal qualification of human rights violations, monitoring methodologies, standards of evidence, preservation of documentation, and the protection of victims and witnesses.
In accordance with the recruitment procedures, only candidates who achieve the minimum passing score in both written examinations will advance to the second stage of the competition. The list of successful candidates will be approved and published by decision of the Commission’s Board.
The oral interviews are scheduled to take place on 22 July 2026. During this stage, candidates will be assessed on their professional competencies, legal knowledge, communication skills, ability to work under pressure, and capacity to deal with sensitive human rights cases in Arabic and either English or French.
The NHRC-CPT reaffirms that the recruitment process is conducted in accordance with the principles of transparency, merit, equal opportunity, and fairness, reflecting the standards expected of an independent National Human Rights Institution.
The Commission also reiterates the guiding principle of its recruitment policy:
“Your competence alone qualifies you for employment—without favouritism, patronage, or personal connections.”
The final results of the competition will be approved by the Commission’s Board and published on the NHRC-CPT official website no later than 17 August 2026.
