{"id":6108,"date":"2026-04-01T12:15:43","date_gmt":"2026-04-01T09:15:43","guid":{"rendered":"https:\/\/nhrclb.org\/archives\/6108"},"modified":"2026-04-01T13:17:22","modified_gmt":"2026-04-01T10:17:22","slug":"how-war-is-redrawing-civilian-survival-in-lebanon","status":"publish","type":"post","link":"https:\/\/nhrclb.org\/fr\/archives\/6108","title":{"rendered":"Comment la guerre redessine la survie des civils au Liban"},"content":{"rendered":"<p><strong>Par Bassam Al Kantar, Commissaire aux relations internationales \u00e0 la Commission nationale des droits de l\u2019homme<\/strong><\/p>\n<p>Depuis l\u2019escalade des hostilit\u00e9s le 3 mars 2026, le Liban est confront\u00e9 \u00e0 une crise humanitaire qui se d\u00e9t\u00e9riore rapidement, marqu\u00e9e par des d\u00e9placements massifs de population, des atteintes g\u00e9n\u00e9ralis\u00e9es aux civils et l\u2019effondrement progressif des infrastructures essentielles. S\u2019appuyant sur les efforts de suivi de la Commission nationale des droits de l\u2019homme au Liban, cette analyse examine les effets en cascade des conflits contemporains sur la protection des civils, la r\u00e9silience institutionnelle et la coh\u00e9sion sociale.<\/p>\n<p><strong>Une crise d\u00e9finie par des d\u00e9placements massifs soudains<\/strong><\/p>\n<p>En l\u2019espace de quelques semaines, plus de 1,2 million de personnes ont \u00e9t\u00e9 d\u00e9plac\u00e9es \u00e0 travers le Liban, marquant un choc sans pr\u00e9c\u00e9dent pour le tissu social et institutionnel du pays. Selon le rapport quotidien de situation publi\u00e9 par l\u2019Unit\u00e9 de gestion des risques de catastrophes au Grand S\u00e9rail le 31 mars 2026, le bilan cumul\u00e9 s\u2019\u00e9l\u00e8ve \u00e0 1 268 morts et 3 750 bless\u00e9s, avec un d\u00e9compte quotidien de 21 d\u00e9c\u00e8s et 70 bless\u00e9s.<\/p>\n<p>En termes de d\u00e9placement, un total de 669 centres d\u2019h\u00e9bergement collectifs a \u00e9t\u00e9 \u00e9tabli, accueillant actuellement 136 201 personnes d\u00e9plac\u00e9es r\u00e9parties en 35 419 familles. Nombre de ces centres fonctionnent dans des conditions d\u2019urgence, souvent install\u00e9s dans des \u00e9coles publiques et d\u2019autres structures non con\u00e7ues pour un d\u00e9placement prolong\u00e9.<\/p>\n<p>L\u2019ampleur de ces d\u00e9placements, survenus de mani\u00e8re brutale plut\u00f4t que progressive, a submerg\u00e9 les syst\u00e8mes publics et contraint l\u2019ensemble des secteurs \u00e0 une adaptation rapide. Dans de tels contextes, la capacit\u00e9 des institutions \u00e0 r\u00e9pondre n\u2019est pas seulement mise \u00e0 l\u2019\u00e9preuve, elle est fondamentalement red\u00e9finie.<\/p>\n<p><strong>La guerre num\u00e9ris\u00e9e et l\u2019effondrement des m\u00e9canismes d\u2019alerte aux civils<\/strong><\/p>\n<p>L\u2019un des aspects les plus marquants document\u00e9s dans les rapports de la Commission nationale des droits de l\u2019homme \u2013 y compris le Comit\u00e9 pour la pr\u00e9vention de la torture (NHRC-CPT) \u2013 est la transformation des avertissements d\u2019\u00e9vacuation en instruments num\u00e9riques de guerre. Plut\u00f4t que de s\u2019appuyer uniquement sur des m\u00e9canismes d\u2019alerte traditionnels, les ordres d\u2019\u00e9vacuation sont de plus en plus diffus\u00e9s via les plateformes de r\u00e9seaux sociaux et des canaux de communication num\u00e9rique directs.<\/p>\n<p>Dans plusieurs cas document\u00e9s, des avertissements ont \u00e9t\u00e9 \u00e9mis tard dans la nuit via des plateformes telles que X (anciennement Twitter), en supposant que les civils dans des zones de conflit actives disposent d\u2019un acc\u00e8s \u00e0 l\u2019\u00e9lectricit\u00e9, \u00e0 Internet et \u00e0 des appareils mobiles fonctionnels. Plus pr\u00e9occupant encore, certains avertissements auraient laiss\u00e9 moins de 15 minutes aux civils pour \u00e9vacuer avant le d\u00e9but des attaques.<\/p>\n<p>Le droit international humanitaire exige que les avertissements pr\u00e9alables soient efficaces, clairs et exploitables. Cependant, les rapports mettent en \u00e9vidence des situations o\u00f9 ces crit\u00e8res n\u2019ont pas \u00e9t\u00e9 respect\u00e9s. Un exemple notable concerne un avis d\u2019\u00e9vacuation pour la zone d\u2019Amroussiyeh, dans la banlieue sud de Beyrouth, accompagn\u00e9 d\u2019une carte identifiant de mani\u00e8re erron\u00e9e un complexe majeur de commerces, de restauration et de divertissement situ\u00e9 \u00e0 plus de 11 kilom\u00e8tres de la cible vis\u00e9e. De telles inexactitudes engendrent de la confusion, retardent la prise de d\u00e9cision et compromettent en d\u00e9finitive la finalit\u00e9 protectrice des avertissements.<\/p>\n<p>Parall\u00e8lement, l\u2019\u00e9mergence d\u2019avertissements hautement personnalis\u00e9s, notamment des messages directs envoy\u00e9s via WhatsApp \u00e0 des individus sp\u00e9cifiques leur ordonnant d\u2019\u00e9vacuer leur domicile, r\u00e9v\u00e8le une nouvelle dimension profond\u00e9ment intrusive de la guerre num\u00e9rique. Cette combinaison de syst\u00e8mes d\u2019alerte de masse et individualis\u00e9s soul\u00e8ve des questions juridiques et \u00e9thiques essentielles quant \u00e0 leur efficacit\u00e9, leur responsabilit\u00e9 et leur impact psychologique sur les civils.<\/p>\n<p><strong>Les infrastructures comme moyen d\u2019\u00e9tranglement : la destruction de la connectivit\u00e9<\/strong><\/p>\n<p>L\u2019impact humanitaire des d\u00e9placements est encore aggrav\u00e9 par la destruction syst\u00e9matique d\u2019infrastructures cl\u00e9s, en particulier des ponts traversant le fleuve Litani. Les rapports documentent le ciblage de passages majeurs, notamment \u00e0 Qasmieh, Zrariyeh, Khardali et Dalafeh, coupant de facto les liaisons entre le sud du Liban et le reste du pays.<\/p>\n<p>La destruction de telles infrastructures a des cons\u00e9quences qui d\u00e9passent largement les dommages mat\u00e9riels. Elle entrave l\u2019acc\u00e8s humanitaire, isole des communaut\u00e9s enti\u00e8res et limite les d\u00e9placements des civils en qu\u00eate de s\u00e9curit\u00e9. Si le droit international humanitaire autorise le ciblage d\u2019objets utilis\u00e9s \u00e0 des fins militaires, il impose \u00e9galement le respect strict des principes de distinction et de proportionnalit\u00e9.<\/p>\n<p>Lorsque des infrastructures remplissent \u00e0 la fois des fonctions civiles et militaires, leur destruction doit procurer un avantage militaire concret et direct qui l\u2019emporte sur les dommages pr\u00e9visibles caus\u00e9s aux civils. Le ciblage \u00e9tendu des ponts, combin\u00e9 \u00e0 l\u2019isolement qui en r\u00e9sulte pour de larges populations civiles, soul\u00e8ve de s\u00e9rieuses pr\u00e9occupations quant au respect de ces principes et peut, dans certaines circonstances, constituer un d\u00e9placement forc\u00e9 interdit.<\/p>\n<p><strong>Atteintes \u00e0 la vie priv\u00e9e et \u00e0 l\u2019inviolabilit\u00e9 du domicile<\/strong><\/p>\n<p>Au-del\u00e0 des infrastructures publiques, les rapports documentent des incidents impliquant des intrusions de personnel militaire dans des habitations priv\u00e9es. Les \u00e9l\u00e9ments de preuve en sources ouvertes examin\u00e9s par la NHRC-CPT comprennent des images montrant des soldats \u00e0 l\u2019int\u00e9rieur de r\u00e9sidences civiles, manipulant des effets personnels et, dans un cas, exhibant \u00e0 la cam\u00e9ra la carte d\u2019identit\u00e9 d\u2019un civil.<\/p>\n<p>De tels actes engagent des protections fondamentales du droit international humanitaire, notamment le respect de la propri\u00e9t\u00e9 priv\u00e9e, de la dignit\u00e9 humaine et de l\u2019inviolabilit\u00e9 du domicile. La diffusion publique de documents d\u2019identit\u00e9 personnels provenant d\u2019espaces priv\u00e9s introduit un niveau suppl\u00e9mentaire de pr\u00e9judice, exposant potentiellement les individus \u00e0 des risques et constituant une forme d\u2019intimidation psychologique.<\/p>\n<p><strong>R\u00e9silience et essor de la solidarit\u00e9 de terrain<\/strong><\/p>\n<p>Malgr\u00e9 l\u2019ampleur de la crise et la pression exerc\u00e9e sur les institutions formelles, les rapports mettent en \u00e9vidence une remarquable mont\u00e9e des initiatives de terrain et des r\u00e9ponses port\u00e9es par les communaut\u00e9s.<\/p>\n<p>Plus de 100 initiatives locales ont \u00e9merg\u00e9 pour r\u00e9pondre aux besoins imm\u00e9diats, souvent avec un degr\u00e9 d\u2019agilit\u00e9 et de pr\u00e9cision que les syst\u00e8mes plus larges peinent \u00e0 atteindre. Des cuisines communautaires ont distribu\u00e9 des centaines de milliers de repas, tandis que des initiatives ax\u00e9es sur la dignit\u00e9 ont fourni des biens essentiels tels que des produits d\u2019hygi\u00e8ne et de la literie.<\/p>\n<p>Des r\u00e9seaux sp\u00e9cialis\u00e9s se sont \u00e9galement d\u00e9velopp\u00e9s pour prot\u00e9ger les groupes vuln\u00e9rables, notamment les femmes et les personnes LGBTQ+, \u00e0 travers des dispositifs d\u2019h\u00e9bergement communautaire et des syst\u00e8mes de soutien adapt\u00e9s. D\u2019autres initiatives ont inclus le sauvetage d\u2019animaux laiss\u00e9s dans des zones \u00e9vacu\u00e9es, t\u00e9moignant d\u2019une approche globale de la r\u00e9ponse humanitaire.<\/p>\n<p>Ces efforts d\u00e9centralis\u00e9s illustrent la capacit\u00e9 des communaut\u00e9s \u00e0 s\u2019auto-organiser et \u00e0 r\u00e9pondre efficacement en l\u2019absence de syst\u00e8mes \u00e9tatiques pleinement op\u00e9rationnels. Ils soulignent \u00e9galement l\u2019importance de la dignit\u00e9, de la confiance et de la coh\u00e9sion sociale en tant que composantes essentielles de l\u2019action humanitaire.<\/p>\n<p><strong>L\u2019avenir de la protection des civils dans une guerre num\u00e9ris\u00e9e<\/strong><\/p>\n<p>Les d\u00e9veloppements observ\u00e9s au Liban depuis mars 2026 offrent une illustration saisissante de la mani\u00e8re dont les conflits contemporains redessinent le paysage de la protection des civils. Le recours croissant aux communications num\u00e9riques pour diffuser les avertissements d\u2019\u00e9vacuation, le ciblage des infrastructures critiques et la pression exerc\u00e9e sur les institutions publiques r\u00e9v\u00e8lent \u00e0 la fois l\u2019\u00e9volution de la nature de la guerre et ses profondes cons\u00e9quences humaines.<\/p>\n<p>Dans le m\u00eame temps, la crise met en lumi\u00e8re la force durable de la solidarit\u00e9 communautaire et la capacit\u00e9 de la soci\u00e9t\u00e9 civile \u00e0 combler des lacunes essentielles en p\u00e9riode de besoin.<\/p>\n<p>\u00c0 mesure que la guerre devient plus num\u00e9ris\u00e9e et davantage interconnect\u00e9e avec les technologies du quotidien, des questions fondamentales \u00e9mergent quant \u00e0 l\u2019efficacit\u00e9 des m\u00e9canismes de protection et \u00e0 l\u2019avenir de la s\u00e9curit\u00e9 des civils.
