Cette nouvelle configuration intervient \u00e0 un moment critique pour le Liban, o\u00f9 le besoin de politiques \u00e9conomiques, sociales et environnementales int\u00e9gr\u00e9es se fait de plus en plus pressant face aux d\u00e9fis croissants.<\/p>\n<p data-start=\"1021\" data-end=\"1834\">Les nominations au sein du Conseil \u00e9conomique, social et environnemental ont \u00e9t\u00e9 r\u00e9parties entre les diff\u00e9rents secteurs de mani\u00e8re \u00e0 refl\u00e9ter une large diversit\u00e9 professionnelle et repr\u00e9sentative. Le groupe des employeurs comprend des repr\u00e9sentants du secteur industriel (Georges Nasraoui, Mounir Bsat), du secteur commercial (Mohammad Choucair, Adnan Rammal), du secteur agricole (Imran Fakhri, Najib Fares), du secteur bancaire (Marwan Barakat, Elias Baz) et du secteur touristique (Wadieh Kanaan, Khaled Nazha), ainsi que des repr\u00e9sentants des secteurs du transport (Bassam Tleis), des entrepreneurs (Abdo Sakriyeh), de l\u2019assurance (Assaad Mirza), de l\u2019hospitalisation priv\u00e9e (Boutros Bard), de l\u2019enseignement priv\u00e9 (Youssef Nasr), de la technologie (Maroun Chamas) et de l\u2019immobilier (Mohammad Abou Darwish).<\/p>\n<p data-start=\"1836\" data-end=\"2280\">La repr\u00e9sentation des professions lib\u00e9rales inclut \u00e9galement les barreaux (Aline Choukeir, Zahra Al Jisr), les ing\u00e9nieurs (Jihad Chahine, Chawki Fattfat), les m\u00e9decins (Boulos Daher, Ibrahim Makdessi), les pharmaciens (Samer Soubra), les chirurgiens-dentistes (Ziad Zeidan, Milad Deeb), les experts-comptables agr\u00e9\u00e9s (Fadi Al Masri), ainsi que les repr\u00e9sentants des propri\u00e9taires de journaux (Charles Ayoub) et des r\u00e9dacteurs (Joseph Kossaifi).<\/p>\n<p data-start=\"2282\" data-end=\"2825\">Sur le plan syndical, le Conseil comprend des repr\u00e9sentants des travailleurs (dont Bechara Al Asmar, Hassan Faqih, Saad Saqr, Antoine Antoine, Chadi Al Sayyed, Fadi Andrea, entre autres), des enseignants universitaires (Anis Boudiab, Mireille Chayaq), des artisans (Youssef Bassam, Elie Chbatini), des enseignants du secteur public et priv\u00e9 (Nehmeh Mahfouz, Hussein Jawad), de l\u2019Union des \u00e9crivains (Ahmad Nazzal), de l\u2019Union des \u00e9diteurs (Shahin Kandaharian), des propri\u00e9taires immobiliers (Patrick Rizkallah) et des locataires (Maya Bajara).<\/p>\n<p data-start=\"2827\" data-end=\"3562\">La composition inclut \u00e9galement des repr\u00e9sentants des coop\u00e9ratives (Reda Al Mays, Abbas Nasser), des organisations sociales non gouvernementales (Zeina Mohanna, Ahmad Jomaa, Sara Nasser), des unions f\u00e9minines (Loris Sfeir, Hind Al Soufi), ainsi que des personnalit\u00e9s reconnues pour leur expertise et leur r\u00e9flexion (dont Charles Arbid, Karim Bitar, Chadi Hamadeh, Salah Assiran, Georges Doueihy, Tarek Ammar, Imad Assi, entre autres), des Libanais de la diaspora (Mohammad Al Jozou, Abdel Hussein Baydoun, Joseph Nahra, Badawi Al Hajj, Henri Bou Saab, Charbel Younan), ainsi que des repr\u00e9sentants du secteur environnemental (Malek Ghandour, Marc Aoun) et de la soci\u00e9t\u00e9 civile (Judith Tannous, Ziad Abdel Samad, Zeina Helou, Adib Nehmeh).<\/p>\n<p data-start=\"3564\" data-end=\"3734\">Cette composition refl\u00e8te une approche globale r\u00e9unissant les secteurs traditionnels et \u00e9mergents dans une vision plus int\u00e9gr\u00e9e de l\u2019\u00e9laboration des politiques publiques.<\/p>\n<h3 data-section-id=\"1ahzosd\" data-start=\"3913\" data-end=\"3963\">\u00c9largissement de la repr\u00e9sentation sectorielle<\/h3>\n<p data-start=\"3965\" data-end=\"4467\">Les nouvelles nominations se distinguent par l\u2019introduction, pour la premi\u00e8re fois, de secteurs \u00e9mergents dans la composition du Conseil, refl\u00e9tant une \u00e9volution dans la compr\u00e9hension des priorit\u00e9s de la phase actuelle. La nouvelle repr\u00e9sentation inclut ainsi les secteurs de l\u2019environnement, de la soci\u00e9t\u00e9 civile, de la technologie et de l\u2019immobilier, aux c\u00f4t\u00e9s des secteurs traditionnels tels que l\u2019industrie, le commerce, l\u2019agriculture, la banque et le tourisme, ainsi que les professions lib\u00e9rales.<\/p>\n<p data-start=\"4469\" data-end=\"5183\">L\u2019int\u00e9gration du secteur de l\u2019environnement est per\u00e7ue comme un indicateur clair de l\u2019inclusion de la dimension environnementale dans les politiques publiques, dans un contexte marqu\u00e9 par des d\u00e9fis climatiques et environnementaux croissants. De m\u00eame, la repr\u00e9sentation de la soci\u00e9t\u00e9 civile constitue une avanc\u00e9e vers le renforcement de la participation citoyenne aux processus d\u00e9cisionnels, tandis que la pr\u00e9sence du secteur technologique traduit une reconnaissance accrue de l\u2019importance de l\u2019\u00e9conomie num\u00e9rique et de la transformation technologique. L\u2019introduction du secteur immobilier, quant \u00e0 elle, s\u2019inscrit dans une d\u00e9marche de r\u00e9organisation de l\u2019un des secteurs les plus influents de l\u2019\u00e9conomie nationale.<\/p>\n<h3 data-section-id=\"106ow00\" data-start=\"5190\" data-end=\"5242\">Renouvellement \u00e9largi de la structure du Conseil<\/h3>\n<p data-start=\"5244\" data-end=\"5614\">Selon les donn\u00e9es officielles, le Conseil compte d\u00e9sormais 80 membres dans sa nouvelle composition, contre 71 dans les configurations pr\u00e9c\u00e9dentes, ce qui traduit un \u00e9largissement de la base de repr\u00e9sentation. Il est \u00e0 noter qu\u2019environ 78 % des membres sont de nouveaux visages, ce qui constitue un indicateur clair d\u2019un renouvellement profond de la structure du Conseil.<\/p>\n<p data-start=\"5616\" data-end=\"5856\">La participation des femmes atteint environ 18,75 %, refl\u00e9tant une am\u00e9lioration relative de leur repr\u00e9sentation, bien qu\u2019elle demeure en de\u00e7\u00e0 du niveau requis pour assurer un v\u00e9ritable \u00e9quilibre de genre au sein des institutions nationales.<\/p>\n<p data-start=\"5858\" data-end=\"6238\">Le changement ne se limite pas aux noms, mais s\u2019\u00e9tend \u00e0 la nature des expertises et des sp\u00e9cialit\u00e9s repr\u00e9sent\u00e9es. On observe notamment une pr\u00e9sence marqu\u00e9e de comp\u00e9tences techniques, scientifiques et professionnelles sp\u00e9cialis\u00e9es, ce qui devrait avoir un impact positif sur la qualit\u00e9 des d\u00e9lib\u00e9rations au sein du Conseil ainsi que sur le niveau des recommandations qu\u2019il formule.<\/p>\n<h3 data-section-id=\"lfk1pi\" data-start=\"6245\" data-end=\"6298\">Vers la r\u00e9activation de l\u2019action institutionnelle<\/h3>\n<p data-start=\"6300\" data-end=\"6841\">Dans sa nouvelle configuration, le Conseil \u00e9conomique, social et environnemental est appel\u00e9 \u00e0 jouer un r\u00f4le plus efficace dans l\u2019\u00e9laboration des politiques publiques, notamment dans un contexte marqu\u00e9 par les multiples crises \u00e9conomiques et sociales auxquelles le Liban est confront\u00e9. En vertu de sa loi, le Conseil constitue une instance consultative nationale charg\u00e9e d\u2019\u00e9mettre des avis sur les projets de loi et les politiques publiques, tout en favorisant le dialogue entre l\u2019\u00c9tat et les secteurs productifs, professionnels et syndicaux.<\/p>\n<p data-start=\"6843\" data-end=\"7091\">La nouvelle composition, riche de sa diversit\u00e9 et de ses expertises, devrait renforcer la capacit\u00e9 du Conseil \u00e0 proposer des approches globales et int\u00e9gr\u00e9es, prenant en compte simultan\u00e9ment les dimensions \u00e9conomiques, sociales et environnementales.<\/p>\n<p data-start=\"7093\" data-end=\"7388\">Il est attendu que le doyen d\u2019\u00e2ge convoque prochainement la premi\u00e8re s\u00e9ance du Conseil, suivie de l\u2019\u00e9lection du pr\u00e9sident et du bureau au d\u00e9but du mois d\u2019avril. Cette \u00e9tape sera suivie par la formation des commissions sp\u00e9cialis\u00e9es, qui constituent le pilier central du fonctionnement du Conseil.<\/p>\n<p data-start=\"7390\" data-end=\"7657\">Ces \u00e9tapes repr\u00e9sentent un moment charni\u00e8re pour \u00e9valuer la capacit\u00e9 du Conseil \u00e0 traduire ce renouvellement structurel en performance effective, et \u00e0 produire des recommandations concr\u00e8tes et applicables, en phase avec les d\u00e9fis actuels et les attentes des citoyens.<\/p>\n<p data-start=\"7659\" data-end=\"8067\">Cette dynamique traduit une volont\u00e9 s\u00e9rieuse d\u2019insuffler un nouvel \u00e9lan aux institutions nationales et de r\u00e9activer les cadres consultatifs qui ont longtemps constitu\u00e9 un levier essentiel dans l\u2019\u00e9laboration des politiques publiques.
