La version r\u00e9vis\u00e9e a \u00e9t\u00e9 publi\u00e9e en 2010 gr\u00e2ce \u00e0 une collaboration entre l\u2019<strong data-start=\"3033\" data-end=\"3087\">Association pour la pr\u00e9vention de la torture (APT)<\/strong> et l\u2019<strong data-start=\"3093\" data-end=\"3149\">Institut interam\u00e9ricain des droits de l\u2019homme (IIDH)<\/strong> .<\/p>\n<p data-start=\"3190\" data-end=\"3591\">Ce manuel s\u2019adresse aux d\u00e9cideurs publics, aux institutions nationales des droits de l\u2019homme, aux m\u00e9canismes nationaux de pr\u00e9vention, aux autorit\u00e9s gouvernementales ainsi qu\u2019aux acteurs de la soci\u00e9t\u00e9 civile engag\u00e9s dans la lutte contre la torture. Il ne se limite pas \u00e0 une pr\u00e9sentation juridique du Protocole facultatif (OPCAT), mais propose des orientations concr\u00e8tes sur sa mise en \u0153uvre effective.<\/p>\n<p data-start=\"3593\" data-end=\"4122\">Structur\u00e9 en cinq chapitres principaux, le manuel pr\u00e9sente les principes fondamentaux de l\u2019OPCAT, fournit une analyse juridique d\u00e9taill\u00e9e de ses dispositions, explique le r\u00f4le et le fonctionnement du Sous-comit\u00e9 pour la pr\u00e9vention de la torture (SPT), et propose des orientations op\u00e9rationnelles pour la cr\u00e9ation et le fonctionnement des m\u00e9canismes nationaux de pr\u00e9vention (MNP). Il met \u00e9galement en avant des exemples de bonnes pratiques issus de diff\u00e9rentes exp\u00e9riences \u00e0 travers le monde .<\/p>\n<p data-start=\"4124\" data-end=\"4512\">Le manuel refl\u00e8te un changement fondamental dans l\u2019approche internationale de la lutte contre la torture, passant d\u2019une logique de r\u00e9action \u00e0 une logique de pr\u00e9vention. Il insiste sur l\u2019importance des visites r\u00e9guli\u00e8res et ind\u00e9pendantes des lieux de d\u00e9tention, du dialogue constructif avec les autorit\u00e9s, et des r\u00e9formes structurelles visant \u00e0 traiter les causes profondes des violations.<\/p>\n<p data-start=\"4514\" data-end=\"5037\">Cette publication est le fruit du travail conjoint de deux institutions de r\u00e9f\u00e9rence.
