Dans cette optique, l\u2019\u00e9quipe de travail a constitu\u00e9 un espace technique\u2011politique global visant \u00e0 \u00e9tablir un lien syst\u00e9matique entre la lutte contre la corruption d\u2019une part, et la promotion de l\u2019\u00e9galit\u00e9, de l\u2019inclusivit\u00e9 et de la justice sociale d\u2019autre part, en les consid\u00e9rant comme des approches int\u00e9gr\u00e9es et indissociables.<\/p>\n<h4 data-start=\"9346\" data-end=\"9390\"><strong data-start=\"9351\" data-end=\"9390\">Allocution du Pr\u00e9sident de l\u2019\u00c9quipe<\/strong><\/h4>\n<p data-start=\"9392\" data-end=\"9995\">Le pr\u00e9sident de l\u2019\u00e9quipe, M. Ali Youssef, secr\u00e9taire\u2011tr\u00e9sorier de la Commission nationale des droits de l\u2019homme, a ouvert la r\u00e9union en soulignant que la phase actuelle exige de passer des discussions conceptuelles \u00e0 l\u2019\u00e9tablissement de la version finale des recommandations, pr\u00e9cisant que l\u2019ordre des priorit\u00e9s d\u2019ex\u00e9cution rel\u00e8ve de l\u2019autorit\u00e9 de la Commission technique assistant la Commission minist\u00e9rielle, tandis que le r\u00f4le de l\u2019\u00e9quipe de travail se limite \u00e0 la pr\u00e9paration de recommandations coh\u00e9rentes, int\u00e9gr\u00e9es et r\u00e9alisables, sans rouvrir les d\u00e9bats d\u00e9j\u00e0 conclus lors des r\u00e9unions pr\u00e9c\u00e9dentes.<\/p>\n<h4 data-start=\"9997\" data-end=\"10058\"><strong data-start=\"10002\" data-end=\"10058\">Pr\u00e9sentation des Recommandations et du Plan d\u2019Action<\/strong><\/h4>\n<p data-start=\"10060\" data-end=\"10710\">L\u2019experte consultante Nada Maki a pr\u00e9sent\u00e9 un aper\u00e7u complet des recommandations strat\u00e9giques et du plan d\u2019action propos\u00e9, incluant les objectifs, les axes, les activit\u00e9s, les parties prenantes concern\u00e9es et les \u00e9ch\u00e9ances. Lors de la r\u00e9union, les observations du Minist\u00e8re des Affaires sociales ont \u00e9t\u00e9 examin\u00e9es et des amendements ont \u00e9t\u00e9 adopt\u00e9s pour renforcer l\u2019approche d\u2019autonomisation des groupes marginalis\u00e9s, l\u2019am\u00e9lioration de la participation communautaire, la production de connaissances et de donn\u00e9es, ainsi que la transparence num\u00e9rique, conform\u00e9ment aux normes internationales des droits de l\u2019homme et aux engagements nationaux du Liban.<\/p>\n<h4 data-start=\"10712\" data-end=\"10759\"><strong data-start=\"10717\" data-end=\"10759\">Synth\u00e8ses des Discussions Sectorielles<\/strong><\/h4>\n<p data-start=\"10761\" data-end=\"11544\">La r\u00e9union a \u00e9t\u00e9 marqu\u00e9e par des interventions qualitatives refl\u00e9tant la profondeur de l\u2019approche participative. La juge Therese Alawi, repr\u00e9sentant la Commission nationale de lutte contre la corruption, a insist\u00e9 sur le fait que la lutte contre la corruption ne se limite pas aux m\u00e9canismes r\u00e9pressifs, mais commence par l\u2019\u00e9ducation et la construction d\u2019une culture d\u2019int\u00e9grit\u00e9, affirmant que la corruption est un ph\u00e9nom\u00e8ne intersectoriel et que les responsabilit\u00e9s ne doivent pas \u00eatre cantonn\u00e9es \u00e0 certains minist\u00e8res ou d\u00e9partements. Elle a \u00e9galement soulign\u00e9 l\u2019importance d\u2019accorder une attention particuli\u00e8re aux personnes ayant une d\u00e9ficience intellectuelle lors de l\u2019\u00e9laboration des politiques publiques, en raison de la vuln\u00e9rabilit\u00e9 accrue \u00e0 laquelle elles sont confront\u00e9es.<\/p>\n<p data-start=\"11546\" data-end=\"11869\">La professeure Sherine Quteish, repr\u00e9sentant la Commission nationale des affaires de la femme libanaise, a insist\u00e9 sur l\u2019importance de la pr\u00e9cision institutionnelle dans l\u2019utilisation des d\u00e9nominations officielles afin de refl\u00e9ter le respect des cadres juridiques et de renforcer la clart\u00e9 des r\u00f4les et des responsabilit\u00e9s.<\/p>\n<p data-start=\"11871\" data-end=\"12301\">Les membres de l\u2019\u00e9quipe ont \u00e9galement soulign\u00e9 la n\u00e9cessit\u00e9 de restreindre la participation des organisations non gouvernementales \u00e0 celles qui sont r\u00e9ellement actives dans les m\u00e9canismes de mise en \u0153uvre, afin d\u2019assurer l\u2019efficacit\u00e9 et d\u2019\u00e9viter la fragmentation, ainsi que l\u2019importance de fournir des allocations de transport pour les membres et les experts afin de garantir la durabilit\u00e9 institutionnelle du travail de l\u2019\u00e9quipe.<\/p>\n<h4 data-start=\"12303\" data-end=\"12396\"><strong data-start=\"12308\" data-end=\"12396\">Recommandations Strat\u00e9giques : Une Approche Globale de la Lutte Contre la Corruption<\/strong><\/h4>\n<p data-start=\"12398\" data-end=\"12506\">L\u2019\u00e9quipe a adopt\u00e9 un ensemble de recommandations strat\u00e9giques int\u00e9gr\u00e9es r\u00e9parties sur cinq axes principaux :<\/p>\n<p data-start=\"12508\" data-end=\"13406\"><strong data-start=\"12508\" data-end=\"12530\">1. Cadre Juridique<\/strong><br data-start=\"12530\" data-end=\"12533\" \/>Les recommandations ont port\u00e9 sur la r\u00e9vision et la mise \u00e0 jour des lois essentielles li\u00e9es \u00e0 la lutte contre la corruption, telles que les lois sur l\u2019acc\u00e8s \u00e0 l\u2019information, l\u2019enrichissement illicite, la protection des lanceurs d\u2019alerte et les march\u00e9s publics, en int\u00e9grant les perspectives de l\u2019\u00e9galit\u00e9 des genres et de l\u2019inclusivit\u00e9. Elles ont \u00e9galement insist\u00e9 sur l\u2019harmonisation de la l\u00e9gislation nationale avec les conventions internationales, notamment la Convention sur l\u2019\u00e9limination de toutes les formes de discrimination \u00e0 l\u2019\u00e9gard des femmes et la Convention relative aux droits des personnes handicap\u00e9es, la mise \u00e0 jour des lois sur les prisons, les mineurs, le travail et le harc\u00e8lement sexuel, l\u2019adoption d\u2019une loi unifi\u00e9e optionnelle sur l\u2019\u00e9tat civil, l\u2019adoption d\u2019un quota f\u00e9minin d\u2019au moins 30 % et un quota de repr\u00e9sentation pour les personnes handicap\u00e9es.<\/p>\n<p data-start=\"13408\" data-end=\"14156\"><strong data-start=\"13408\" data-end=\"13452\">2. Cadre Institutionnel et Administratif<\/strong><br data-start=\"13452\" data-end=\"13455\" \/>Les recommandations ont appel\u00e9 \u00e0 la r\u00e9institution du Minist\u00e8re du Design et de la Planification, \u00e0 l\u2019activation des comit\u00e9s de modernisation des lois, et \u00e0 la nomination de points focaux genre et d\u2019agents charg\u00e9s des droits des personnes handicap\u00e9es dans les administrations publiques. Elles ont \u00e9galement soulign\u00e9 le renforcement de l\u2019ind\u00e9pendance judiciaire, la cr\u00e9ation de tribunaux sp\u00e9cialis\u00e9s dans les affaires de violence contre les femmes, l\u2019am\u00e9lioration des syst\u00e8mes de plaintes et le renforcement du r\u00f4le des organes de contr\u00f4le, de la Commission nationale des droits de l\u2019homme et de la Commission nationale de pr\u00e9vention de la torture pour renforcer la responsabilit\u00e9 et limiter l\u2019impunit\u00e9.<\/p>\n<p data-start=\"14158\" data-end=\"14724\"><strong data-start=\"14158\" data-end=\"14240\">3. Autonomisation des Groupes Marginalis\u00e9s et Renforcement de la Participation<\/strong><br data-start=\"14240\" data-end=\"14243\" \/>Les recommandations ont mis en \u00e9vidence la n\u00e9cessit\u00e9 d\u2019impliquer les groupes marginalis\u00e9s \u00e0 toutes les \u00e9tapes de la strat\u00e9gie, de la planification \u00e0 l\u2019\u00e9valuation, de promouvoir la transformation num\u00e9rique inclusive, d\u2019assurer aux d\u00e9tenus leurs droits, de d\u00e9velopper des programmes de r\u00e9habilitation, de soutenir le r\u00f4le \u00e9conomique des femmes, d\u2019int\u00e9grer les personnes handicap\u00e9es dans le march\u00e9 du travail, de renforcer l\u2019entrepreneuriat et d\u2019autonomiser \u00e9conomiquement les jeunes.<\/p>\n<p data-start=\"14726\" data-end=\"15172\"><strong data-start=\"14726\" data-end=\"14779\">4. Sensibilisation, Cadres \u00c9ducatifs et Culturels<\/strong><br data-start=\"14779\" data-end=\"14782\" \/>Les recommandations ont appel\u00e9 au lancement de campagnes nationales de sensibilisation sur la corruption fond\u00e9e sur l\u2019in\u00e9galit\u00e9, \u00e0 renforcer le r\u00f4le des m\u00e9dias, \u00e0 actualiser les programmes \u00e9ducatifs et \u00e0 int\u00e9grer les concepts d\u2019int\u00e9grit\u00e9, de droits humains et des droits des personnes handicap\u00e9es dans l\u2019\u00e9ducation formelle afin de consolider une culture de citoyennet\u00e9 et de responsabilit\u00e9.<\/p>\n<p data-start=\"15174\" data-end=\"15766\"><strong data-start=\"15174\" data-end=\"15248\">5. Production de Connaissances et de Donn\u00e9es et Transparence Num\u00e9rique<\/strong><br data-start=\"15248\" data-end=\"15251\" \/>Les recommandations ont mis l\u2019accent sur la construction d\u2019un syst\u00e8me national de donn\u00e9es ventil\u00e9es selon les perspectives de l\u2019\u00e9galit\u00e9 et de l\u2019inclusivit\u00e9, sur le renforcement de la coop\u00e9ration entre l\u2019Administration centrale des statistiques, les administrations publiques et les universit\u00e9s, ainsi que sur le d\u00e9veloppement de plateformes num\u00e9riques pour les plaintes et d\u2019une identit\u00e9 num\u00e9rique unifi\u00e9e pour les personnes handicap\u00e9es afin de renforcer la transparence et faciliter l\u2019acc\u00e8s aux droits et services.<\/p>\n<h4 data-start=\"15768\" data-end=\"15831\"><strong data-start=\"15773\" data-end=\"15831\">Plan d\u2019Action : Des Recommandations \u00e0 la Mise en \u0152uvre<\/strong><\/h4>\n<p data-start=\"15833\" data-end=\"16310\">Ces recommandations ont \u00e9t\u00e9 traduites en un plan d\u2019action d\u00e9taill\u00e9, pr\u00e9cisant les activit\u00e9s, les parties prenantes concern\u00e9es, les \u00e9ch\u00e9ances et les responsabilit\u00e9s, permettant la transition de l\u2019approche strat\u00e9gique \u00e0 la mise en \u0153uvre pratique, en mettant l\u2019accent sur le renforcement des capacit\u00e9s institutionnelles, la mobilisation des ressources, l\u2019assurance de la durabilit\u00e9 et la liaison entre la lutte contre la corruption, le d\u00e9veloppement durable et la justice sociale.<\/p>\n<h4 data-start=\"16312\" data-end=\"16338\"><strong data-start=\"16317\" data-end=\"16338\">Prochaines \u00c9tapes<\/strong><\/h4>\n<p data-start=\"16340\" data-end=\"17236\">La r\u00e9union s\u2019est conclue par l\u2019adoption des recommandations dans leur version finale comme non modifiables et l\u2019approbation de les soumettre, avec le plan d\u2019action amend\u00e9, \u00e0 la Commission technique assistant la Commission minist\u00e9rielle de lutte contre la corruption pour approbation et le lancement du processus de mise en \u0153uvre. Ce parcours constitue une \u00e9tape avanc\u00e9e dans la construction d\u2019une approche nationale int\u00e9gr\u00e9e de la lutte contre la corruption, fond\u00e9e sur les droits, l\u2019\u00e9galit\u00e9, l\u2019inclusivit\u00e9 et la responsabilit\u00e9, affirmant que toute r\u00e9forme r\u00e9elle ne peut r\u00e9ussir que si elle place l\u2019\u00eatre humain et la dignit\u00e9 au c\u0153ur des politiques publiques.
