Un nouveau rapport publi\u00e9 aujourd\u2019hui par l\u2019Alliance mondiale des institutions nationales des droits de l\u2019homme (GANHRI) met en lumi\u00e8re leur r\u00f4le essentiel dans la concr\u00e9tisation des engagements internationaux en mati\u00e8re de droits humains.<\/p>\n<p data-start=\"628\" data-end=\"1008\">Bas\u00e9 sur les r\u00e9ponses d\u00e9taill\u00e9es de 58 institutions membres de la GANHRI \u00e0 travers l\u2019Afrique, les Am\u00e9riques, l\u2019Asie-Pacifique et l\u2019Europe, le rapport montre comment les INDH collaborent avec les m\u00e9canismes nationaux de mise en \u0153uvre, de rapport et de suivi \u2014 appel\u00e9s NMIRF \u2014 pour transformer les engagements pris \u00e0 l&rsquo;\u00e9chelle internationale en actions concr\u00e8tes au niveau national.<\/p>\n<p data-start=\"1010\" data-end=\"1039\"><strong data-start=\"1010\" data-end=\"1039\">Des engagements aux actes<\/strong><\/p>\n<p data-start=\"1041\" data-end=\"1360\">Qu\u2019il s\u2019agisse de l\u2019Examen P\u00e9riodique Universel ou des recommandations des organes de trait\u00e9s, les \u00c9tats sont tenus de respecter leurs obligations en mati\u00e8re de droits humains. Mais sans structures nationales solides pour suivre les progr\u00e8s et assurer la responsabilit\u00e9, ces engagements risquent de rester lettre morte.<\/p>\n<p data-start=\"1362\" data-end=\"1683\">C\u2019est ici que les INDH et les NMIRF jouent un r\u00f4le central. Ensemble, ils constituent l\u2019ossature du syst\u00e8me national de protection des droits humains : ils traduisent les normes internationales en politiques publiques nationales, surveillent leur mise en \u0153uvre et veillent \u00e0 ce que les voix des citoyens soient entendues.<\/p>\n<p data-start=\"1685\" data-end=\"2059\">\u00ab La protection des droits humains commence dans nos pays \u00bb, affirme Amina Bouayach, Pr\u00e9sidente de la GANHRI. \u00ab Notre nouvelle \u00e9tude d\u00e9montre qu\u2019une coop\u00e9ration \u00e9troite entre les gouvernements et des INDH ind\u00e9pendantes, combin\u00e9e \u00e0 des m\u00e9canismes transparents et coordonn\u00e9s, permet de renforcer non seulement les institutions, mais aussi la protection effective des droits. \u00bb<\/p>\n<p data-start=\"2061\" data-end=\"2129\"><strong data-start=\"2061\" data-end=\"2129\">Six recommandations cl\u00e9s pour renforcer les m\u00e9canismes nationaux<\/strong><\/p>\n<p data-start=\"2131\" data-end=\"2258\">En compl\u00e9ment du rapport, la GANHRI publie un document de position contenant six recommandations cl\u00e9s \u00e0 destination des \u00c9tats :<\/p>\n<ol data-start=\"2260\" data-end=\"3136\">\n<li data-start=\"2260\" data-end=\"2376\">\n<p data-start=\"2263\" data-end=\"2376\">Adopter des approches durables, coordonn\u00e9es et transparentes en mati\u00e8re de rapport, de suivi et de mise en \u0153uvre.<\/p>\n<\/li>\n<li data-start=\"2377\" data-end=\"2492\">\n<p data-start=\"2380\" data-end=\"2492\">Reconna\u00eetre les r\u00f4les distincts mais compl\u00e9mentaires des INDH et des NMIRF, tout en favorisant la collaboration.<\/p>\n<\/li>\n<li data-start=\"2493\" data-end=\"2717\">\n<p data-start=\"2496\" data-end=\"2717\">Mettre en place des processus de consultation inclusifs garantissant la participation effective des INDH, de la soci\u00e9t\u00e9 civile et des titulaires de droits \u00e0 toutes les \u00e9tapes de la cr\u00e9ation et du fonctionnement des NMIRF.<\/p>\n<\/li>\n<li data-start=\"2718\" data-end=\"2866\">\n<p data-start=\"2721\" data-end=\"2866\">Garantir la participation active des INDH et de la soci\u00e9t\u00e9 civile \u00e0 toutes les \u00e9tapes du travail des NMIRF, tout en pr\u00e9servant leur ind\u00e9pendance.<\/p>\n<\/li>\n<li data-start=\"2867\" data-end=\"2952\">\n<p data-start=\"2870\" data-end=\"2952\">Respecter et prot\u00e9ger l\u2019ind\u00e9pendance des INDH et des acteurs de la soci\u00e9t\u00e9 civile.<\/p>\n<\/li>\n<li data-start=\"2953\" data-end=\"3136\">\n<p data-start=\"2956\" data-end=\"3136\">Poursuivre la cr\u00e9ation et le renforcement des INDH, conform\u00e9ment aux Principes de Paris, qui d\u00e9finissent les normes internationales d\u2019ind\u00e9pendance et d\u2019efficacit\u00e9 des institutions.<\/p>\n<\/li>\n<\/ol>\n<p data-start=\"3138\" data-end=\"3199\"><strong data-start=\"3138\" data-end=\"3199\">Prochain rendez-vous : de Gen\u00e8ve aux capitales nationales<\/strong><\/p>\n<p data-start=\"3201\" data-end=\"3523\">La publication du rapport intervient \u00e0 la veille du Panel th\u00e9matique annuel du Conseil des droits de l\u2019homme des Nations Unies, pr\u00e9vu le 4 juillet, o\u00f9 Amina Bouayach participera aux discussions sur le renforcement des structures nationales de promotion et de protection des droits humains, notamment les INDH et les NMIRF.<\/p>\n<p data-start=\"3525\" data-end=\"3761\">Mais si les d\u00e9bats se d\u00e9roulent \u00e0 Gen\u00e8ve, les d\u00e9fis concrets se situent bien dans les capitales nationales \u2014 l\u00e0 o\u00f9 les politiques doivent \u00eatre mises en \u0153uvre, o\u00f9 les citoyens doivent \u00eatre \u00e9cout\u00e9s et o\u00f9 les droits doivent \u00eatre respect\u00e9s.<\/p>\n<p data-start=\"3763\" data-end=\"4042\">Le message de la GANHRI est clair : les institutions nationales des droits de l\u2019homme ne sont pas un luxe, mais un maillon indispensable pour b\u00e2tir des soci\u00e9t\u00e9s o\u00f9 les droits humains sont prot\u00e9g\u00e9s, o\u00f9 les gouvernements rendent des comptes et o\u00f9 personne n\u2019est laiss\u00e9 pour
