{"id":9363,"date":"2026-10-30T13:27:53","date_gmt":"2026-10-30T11:27:53","guid":{"rendered":"https:\/\/nhrclb.org\/?p=9363"},"modified":"2026-11-06T06:54:48","modified_gmt":"2026-11-06T04:54:48","slug":"public-call-for-nominations-and-applications-for-membership-of-the-national-media-commission","status":"publish","type":"post","link":"https:\/\/nhrclb.org\/en\/archives\/9363","title":{"rendered":"Public Call for Nominations and Applications for Membership of the National Media Commission"},"content":{"rendered":"<p><strong>Public Call for Nominations and Applications for Membership of the National Media Commission<\/strong><\/p>\n<p>The National Human Rights Commission, including the Committee for the Prevention of Torture,<\/p>\n<p>Pursuant to Law No. 62\/2016 of 27 October 2016, as amended;<\/p>\n<p>Pursuant to Decree No. 1762 of 7 November 2025 concerning the Commission\u2019s Internal Rules;<\/p>\n<p>Pursuant to Decree No. 3777 of 1 September 2026 concerning the Commission\u2019s Code of Ethics;<\/p>\n<p>Pursuant to Law No. 69\/2026 of 27 August 2026 (the Media Law), published in the Official Gazette on 3 September 2026, particularly Articles 73, 74, 75 and 76;<\/p>\n<p>In accordance with Article 74, paragraph (a), item 7, and paragraph (b), concerning the direct election of an expert in public freedoms and human rights to the National Media Commission, the nomination of two candidates, and the public and transparent announcement of membership requirements and procedures for receiving and verifying nominations;<\/p>\n<p>Pursuant to <a href=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/10\/NHRC-CPT-D-46_26.pdf\">Commission Board Decision No. 46\/2026<\/a> of 30 October 2026, approving the procedure for directly electing an expert in public freedoms and human rights to the National Media Commission, nominating two candidates, and adopting the timetable and procedures for third-party nominations and direct applications;<\/p>\n<p>Pursuant to <a href=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/10\/NHRC-CPT-D-47_26.pdf\">Commission Board Decision No. 47\/2026<\/a> of 30 October 2026, establishing the Preparatory Committee for the direct election of an expert in public freedoms and human rights to the National Media Commission and the nomination of two candidates, and defining its responsibilities and working procedures;<\/p>\n<p>Pursuant to <a href=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/10\/NHRC-CPT-D-48_26.pdf\">Commission Board Decision No. 48\/2026<\/a> of 30 October 2026, approving the public call, nomination and application forms, declaration of interests, written consent form, assessment criteria and interview procedures for membership of the National Media Commission;<\/p>\n<p>Hereby announces that nominations and applications for membership of the National Media Commission are open, subject to the following requirements and procedures:<\/p>\n<p><strong>1. Purpose of the Call<\/strong><\/p>\n<p>This call aims to select three different individuals with expertise in public freedoms and human rights through:<\/p>\n<ol start=\"1\">\n<li>The direct election of one expert to the National Media Commission by an absolute majority of the members of the National Human Rights Commission.<\/li>\n<li>The nomination of two candidates for inclusion in the list of candidates prepared by the President of the Higher Judicial Council and forwarded in accordance with the procedures prescribed in Article 74 of the Media Law.<\/li>\n<\/ol>\n<p>The nomination of either of the two candidates does not constitute appointment to the National Media Commission. Their selection remains subject to the government appointment process prescribed by law.<\/p>\n<p><strong>2. Who May Submit a Nomination or Apply<\/strong><\/p>\n<p>Associations and individuals specializing in defending and promoting freedom of opinion, expression and the media may nominate individuals who meet the requirements, after obtaining their written consent.<\/p>\n<p>Individuals with relevant expertise may also apply directly, without requiring endorsement by an association or another individual.<\/p>\n<p>All submissions are subject to the same eligibility requirements and verification and assessment procedures, without preference or exclusion based on the submission method or the number of nominating parties.<\/p>\n<p><strong>3. Eligibility Requirements<\/strong><\/p>\n<p>Candidates must:<\/p>\n<ul>\n<li>Have a recognized record of integrity, competence and expertise.<\/li>\n<li>Have held Lebanese nationality for more than ten years.<\/li>\n<li>Be no older than 69 at the time of election or appointment.<\/li>\n<li>Meet the general conditions for public employment prescribed in Article 4 of Legislative Decree No. 112 of 12 June 1959 (the Civil Service Statute), as amended, except for the age and competitive examination requirements. These conditions include enjoying civil rights, having no disqualifying criminal convictions, holding the required qualifications and being medically fit to perform the duties.<\/li>\n<li>Hold a university degree of at least bachelor\u2019s level in a field relevant to public freedoms and human rights, and have at least ten years of experience. Relevant fields include law, political science, international relations, and the social sciences and humanities. The relevance of other degrees will also be considered; eligible fields are not limited to these examples.<\/li>\n<li>Not hold, at the time of nomination or application, and not have held during the preceding three years, a political position or a leadership position in a political party or an association engaged in political activity.<\/li>\n<li>Have no direct or indirect interest, at the time of nomination or application or during the preceding three years, in a media organization, an organization providing media services in Lebanon, or an organization supplying equipment used in the media sector in Lebanon. The scope of persons covered by this restriction shall be determined in accordance with Article 73, item 6.<\/li>\n<li>Not fall within any of the cases of incompatibility or candidacy-related restrictions covered by Article 73, item 7, of the Law.<\/li>\n<li>Not have been judicially declared to have ceased payments or been declared bankrupt, or convicted of a felony, a dishonourable misdemeanour, or any offence involving corruption, domestic violence or sexual harassment, pursuant to Article 73, item 8. The criminal disqualifications prescribed in Article 4 of the Civil Service Statute, incorporated by reference under Article 73, item 3, must also be observed.<\/li>\n<\/ul>\n<p>Candidates must familiarize themselves with the full-time service and incompatibility provisions of Article 76, particularly the prohibition on undertaking any other public or private work, whether paid or unpaid, except university teaching, and the restrictions applicable during and after membership.<\/p>\n<p>An undertaking to comply does not remove a legal disqualification existing on the date on which the law requires the relevant condition to be met.<\/p>\n<p><strong>4. Required Experience and Supporting Evidence<\/strong><\/p>\n<p>Candidates\u2019 experience in public freedoms and human rights will be assessed, particularly in the following areas:<\/p>\n<ol start=\"1\">\n<li>Freedom of opinion, expression and the media, and access to information.<\/li>\n<li>Protection of journalists and human rights defenders.<\/li>\n<li>Media legislation and policies, and digital rights.<\/li>\n<li>Advocacy, research, monitoring and documentation relating to public freedoms.<\/li>\n<\/ol>\n<p>Each candidate must submit three to five selected examples of their most relevant work. Each example should describe the nature and period of the work, the candidate\u2019s personal role, outputs, scope of work and results achieved, together with supporting material enabling verification.<\/p>\n<p>Equivalent alternative evidence and anonymized documents will be accepted where professional confidentiality prevents disclosure of details.<\/p>\n<p><strong>5. Required Documents<\/strong><\/p>\n<p>The application file must include:<\/p>\n<ol start=\"1\">\n<li>A completed nomination or application form, signed by the nominating party in the case of a third-party nomination, and by the candidate in respect of declarations concerning them.<\/li>\n<li>The candidate\u2019s written consent to being nominated and participating in the process in the case of a third-party nomination. For direct applications, the candidate\u2019s signature on the application form is sufficient; separate consent is not required.<\/li>\n<li>A detailed, dated curriculum vitae.<\/li>\n<li>A copy of the identity card certified by the local mukhtar, or an original individual civil registry extract or a certified copy issued by the competent authority. The civil registry extract must have been issued no more than three months before the publication date of this call.<\/li>\n<li>A copy of the university degree and proof of equivalency, where applicable.<\/li>\n<li>A copy of the criminal record certificate, issued no more than one month before the publication date of this call.<\/li>\n<li>A certificate issued by the competent official medical committee, accompanied by a medical report summary dated no more than six months earlier, including the results of the examination and chest X-ray. Medical certificates issued abroad will be accepted subject to certification requirements at the Lebanese diplomatic or consular mission and the competent Lebanese authorities, provided they are no more than six months old and are accompanied by a medical report summary. Articles 27 and 29 of Law No. 220 of 29 March 2000 concerning the rights of persons with disabilities shall be observed. A copy of the personal disability card must be attached where applicable.<\/li>\n<li>A statement documenting at least ten years of relevant experience, accompanied by available supporting documents and the required professional examples.<\/li>\n<li>A letter of interest setting out a brief vision for protecting freedom of expression and the independence of the National Media Commission.<\/li>\n<li>A declaration of interests, employment, positions held and situations of incompatibility, covering the periods and persons specified by law.<\/li>\n<li>A declaration acknowledging the membership, full-time service and incompatibility provisions, using the approved form.<\/li>\n<li>The names of two referees who may be contacted to verify the candidate\u2019s experience, together with their professional titles and contact details.<\/li>\n<\/ol>\n<p>Selected samples of relevant published research or professional work may be attached. The Commission may request certified copies, clarifications or additional documents to verify compliance with the requirements.<\/p>\n<p><strong>6. Verification, Interviews and Assessment<\/strong><\/p>\n<p>The Preparatory Committee will conduct the initial verification of files and notify applicants of any formal deficiencies that may be remedied within the specified period. This opportunity shall be provided equally to all applicants. The period for completing files does not permit new applications after the submission deadline or allow candidates to remedy the absence of a legal condition that was required to be met on a specified date.<\/p>\n<p>The Commission\u2019s researchers and investigators, Michel Fares and Elena Ibrahim, will handle registration, correspondence and administrative support, without participating in the Committee\u2019s assessment or voting.<\/p>\n<p>All candidates found to meet the requirements will be interviewed using common core questions and equal interview durations. Interviews will be documented in written records. Election and Nomination Procedure<\/strong><\/p>\n<p>All eligible files and assessment results will be presented to the members of the Commission\u2019s Board. A shortlist of the three highest-scoring candidates will be prepared.<\/p>\n<p>The first-ranked candidate will be put forward in a separate ballot for direct election to the National Media Commission. The second- and third-ranked candidates will then each be put forward in separate ballots for nomination under the government appointment process.<\/p>\n<p>The election and each nomination require an absolute majority of the Commission\u2019s members, as prescribed by law. A majority of those present is not sufficient.<\/p>\n<p>If a candidate fails to obtain the required majority, eligible candidates outside the shortlist will be considered for the position concerned, one at a time, in order of their assessment ranking, excluding anyone already elected or nominated, in accordance with Decision No. 46\/2026.<\/p>\n<p>Ties or an inability to complete the selection process will be addressed under the same Decision, without lowering the statutory majority or automatically declaring the highest-scoring candidate selected.<\/p>\n<p><strong>8. Comments, Objections and the Right of Reply<\/strong><\/p>\n<p>The period for submitting documented comments concerning eligibility or conflicts of interest begins at <strong>9:00 a.m. on 21 November 2026<\/strong> and ends at <strong>9:00 a.m. on 23 November 2026<\/strong>, Beirut time.<\/p>\n<p>Comments must be submitted by email to <a href=\"mailto:info@nhrclb.org\">info@nhrclb.org<\/a>. They will be communicated promptly upon receipt to the individuals concerned, allowing them to respond by <strong>4:00 p.m. on 23 November 2026<\/strong>, or within a reasonable additional period where necessary, in accordance with Decision No. 46\/2026.<\/p>\n<p>No allegation will be accepted as established before it has been verified and an opportunity to respond has been provided. Reasons for ineligibility will be communicated in writing.<\/p>\n<p>The Commission will receive objections concerning the procedures and respond to them in writing. Such objections will be reviewed by persons who did not participate in the procedure being challenged, in accordance with Decisions No. 46\/2026 and No. 47\/2026. This does not affect any avenues of review or appeal available under the law.<\/p>\n<p><strong>9. Transparency and Data Protection<\/strong><\/p>\n<p>The Commission undertakes to apply uniform and transparent standards to all candidates and to prevent conflicts of interest among those involved in examining files, conducting assessments and making decisions.<\/p>\n<p>Professional information and results will be published in accordance with the law and the announced publication policy. Identity and contact details, criminal records, and medical, financial and family information will be protected, with access restricted to authorized parties.<\/p>\n<p>Detailed declarations of interests, personal documents and individual assessment sheets will not be included in publicly available information.<\/p>\n<p><strong>10. Submission Method, Deadline and Timetable<\/strong><\/p>\n<p>Files must be emailed to <a href=\"mailto:info@nhrclb.org\">info@nhrclb.org<\/a> or delivered to the Commission\u2019s headquarters at Serhal Building, first floor, Sami El-Solh Boulevard, Beirut, Lebanon.<\/p>\n<p>The application period opens at <strong>8:00 a.m. on Monday, 2 November 2026<\/strong>, and closes at <strong>4:00 p.m. on Wednesday, 18 November 2026, Beirut time<\/strong>.<\/p>\n<p>The Commission will acknowledge receipt of each file and provide its reference number.<\/p>\n<p>For enquiries or requests for reasonable accommodation for persons with disabilities, please use the email address above or call <strong>03\/923456<\/strong>.<\/p>\n<p>Interviews will take place from <strong>24 to 27 November 2026<\/strong>. The report and files will be submitted to the members of the Commission\u2019s Board on <strong>30 November 2026<\/strong>.
