Food may be available for sale, yet remain beyond a family’s means. Farmers may have the knowledge to produce it, yet lack the resources or safe access needed to continue working.

On 16 October, World Food Day 2026 calls for action under the theme “Innovate today. Nourish tomorrow.” FAO emphasises that forward-looking solutions, traditional knowledge and inclusive approaches can help ensure access to diverse, safe and nutritious food while protecting resources for future generations.

For Lebanon, innovation should be judged by its results: whether it helps families afford healthy diets, enables producers to sustain their livelihoods and strengthens the country’s capacity to withstand shocks.

Lebanon’s food insecurity requires sustained attention

Public assessments show how quickly conflict can undermine progress in food security.

An updated Integrated Food Security Phase Classification analysis, released with the Ministry of Agriculture, FAO and the World Food Programme, projected that 1.24 million people—nearly one in four of the population analysed—would face Crisis-level acute food insecurity or worse between April and August 2026.

That figure refers to a defined assessment period. It should not be treated as a new measurement for October. Nevertheless, the analysis demonstrates the consequences of renewed hostilities and widespread displacement for household access to food.

World Food Day should therefore encourage continued monitoring and action. Assistance needs to respond to changing prices, disrupted incomes and the circumstances of people who cannot reach markets or prepare meals safely.

Food security planning must connect immediate support with longer-term recovery. Emergency assistance helps households survive; restoring livelihoods and public services helps them regain stability.

The right to food is more than access to calories

A human rights approach places dignity and adequate nutrition at the centre of food policy.

The UN Committee on Economic, Social and Cultural Rights explains that the right to adequate food requires physical and economic access to appropriate food or the means to obtain it. Food must be sufficient, safe and nutritionally adequate. Its cost should not undermine the ability to meet other basic needs.

The Committee also identifies obligations to respect, protect and fulfil this right, including taking necessary action to alleviate hunger during disasters.

For Lebanon, this means evaluating more than the quantity of food distributed. Programmes should consider dietary diversity, accessibility, household needs and whether assistance enables people to eat adequately without foregoing healthcare, housing or education.

It also means providing clear information about eligibility, accessible complaints mechanisms and protection against discrimination.

Innovation must solve problems people actually face

Innovation in Lebanon’s food system need not begin with expensive equipment. It can involve better organisation, shared infrastructure, practical training and improved coordination.

Useful priorities include:

Shared storage and cooling facilities that help small producers preserve perishable products.

Water-efficient irrigation supported by maintenance and training.

Market information services that help farmers understand demand and negotiate sales.

Cooperative purchasing and transport that reduce costs.

Improved food processing and packaging that extend shelf life and meet safety requirements.

Simpler assistance procedures that help eligible households obtain support.

Each intervention should be assessed against local conditions. A digital service has limited value without reliable connectivity. Equipment may remain unused without affordable energy, spare parts or technical support.

Public investment should therefore address the full chain between an idea and its practical use.

Lebanon already has experience in farmer-centred learning

Existing programmes offer foundations for further action.

FAO’s Farm Business Schools, implemented through trained Ministry of Agriculture facilitators with European Union funding, help farmers improve management, respond to market demand and strengthen business viability.

In its August 2024 reporting, FAO described an expansion involving 26 schools, with women representing 32 per cent of participants. These are programme figures from that period, rather than national workforce statistics.

The approach illustrates an important principle: increasing production alone does not guarantee a sustainable livelihood. Farmers also need to understand costs, plan investments, manage risks and find dependable buyers.

Future support should link training with finance, extension services and infrastructure. It should also reach small producers who are not already connected to established organisations.

Women and young people must benefit from food-system investment

Lebanon’s food-system recovery should expand opportunities for rural women and young people.

The International Year of the Woman Farmer 2026 highlights women’s roles across agrifood systems and the barriers they face in accessing land, finance, technology and services.

For Lebanon, investment should examine who receives productive assets, who controls income and who participates in decisions. Supporting a women’s cooperative should include opportunities to influence management and financial choices.

Young people should likewise have practical pathways into agriculture, food processing, maintenance, logistics and related services. Training should connect with viable work and enterprise opportunities.

The goal is to make agrifood livelihoods more secure and rewarding, with fair conditions and room for initiative.

School meals connect nutrition, education and local livelihoods

School meals demonstrate how food programmes can support several public priorities together.

WFP’s public information on Lebanon reports that its school meals programme reaches around 107,000 students in 314 public schools, providing nutritious snacks and cold meals through community kitchens.

For Lebanon, continued investment in school nutrition should consider food quality, dependable delivery, safe preparation and the needs of children with dietary restrictions.

Where feasible, transparent local procurement can also create opportunities for farmers and food producers. Such arrangements require reliable standards and payment systems.

School meals should complement broader household support. Children’s nutrition depends on what they can eat throughout the day, including outside school.

Reducing food loss requires infrastructure and safe practices

Food loss and waste represent missed opportunities to improve the use of limited resources.

For Lebanon, practical measures should address harvesting, transport, storage, processing and retail handling. Producers and small enterprises need suitable facilities and advice that reflects their operating conditions.

Community initiatives can support food redistribution, but safety must guide collection, storage and delivery. Donated food should meet appropriate standards and reach people in dignified ways.

Households can also reduce avoidable waste through meal planning and proper storage. Public communication should recognise, however, that families need functioning refrigeration, reliable water and suitable cooking facilities to put such advice into practice.

Reducing waste should accompany policies that improve affordability and access.

Social protection is essential to food security

Agricultural development alone cannot ensure that every household can afford an adequate diet.

Food policy should therefore connect with social protection, employment and healthcare. Assistance should respond to the cost of essential needs and remain accessible to people facing mobility, documentation or digital barriers.

For displaced households, support must consider accommodation and cooking conditions. Cash can offer choice where markets function; food assistance or prepared meals may be needed where access or preparation is constrained.

Decisions should be informed by local assessments and explained clearly to affected communities.

Accountability should guide Lebanon’s food policies

A rights-based food system requires institutions that listen and respond.

Public authorities and programme partners should publish understandable information about objectives, eligibility and results. Monitoring should examine who is excluded and whether assistance is adequate.

Independent human rights institutions can contribute, within their mandates, by examining discrimination, receiving complaints and recommending improvements in policies affecting access to food.

Affected people should participate in these discussions. Farmers, agricultural workers, caregivers, persons with disabilities and households receiving assistance can identify barriers that administrative data may overlook.

Priorities for Lebanon on World Food Day

World Food Day 2026 should encourage concrete commitments:

Protect access to adequate food, through responsive assistance and accessible public services.

Restore agricultural livelihoods safely, linking recovery support with infrastructure and technical guidance.

Invest in practical innovation, including storage, irrigation, processing and market access.

Support women and young people, with resources, fair opportunities and decision-making power.

Strengthen school nutrition, with reliable delivery and appropriate food quality.

Reduce food loss safely, across production, distribution and consumption.

Improve accountability, through transparent criteria, community participation and effective complaints mechanisms.

“Innovate today. Nourish tomorrow” offers Lebanon a direction for action. Its success should be measured in everyday life: families able to afford nutritious meals, producers able to earn a decent livelihood, and communities better equipped to withstand the next crisis.

Official references

FAO: World Food Day 2026

WFP: Updated IPC analysis on Lebanon, April–August 2026

IPC: Lebanon Acute Food Insecurity Projection Update, April–August 2026

World Food Programme: Lebanon country information

FAO Lebanon: Farm Business Schools—Empowering Farmers in Rural Lebanon

FAO: International Year of the Woman Farmer 2026

FAO: Emergency and resilience activities in Lebanon

Food security begins with a practical question: can every person obtain sufficient, safe and nutritious food without sacrificing other essential needs?
