A safe home is the foundation of security, dignity and everyday life. Yet for many people in Lebanon, that security has been undermined by conflict, displacement, economic hardship and exposure to environmental hazards. The International Day for Disaster Risk Reduction, observed on 13 October, offers an opportunity to place safer housing and stronger communities at the centre of national recovery.<\/p>\n

The 2026 theme, \u201cResilience Starts at Home,\u201d<\/strong> carries a clear message: everyone deserves a home that is safe, affordable and able to withstand surrounding hazards. As the United Nations campaign emphasises, achieving this requires more than household preparedness. It depends on responsible planning, safer construction, public investment and communities that can influence decisions about where and how they live.<\/p>\n

For Lebanon, the challenge is to translate that message into practical protection: safer buildings, functioning infrastructure, accessible warnings and recovery policies that reach people facing the greatest risks.<\/p>\n

Lebanon\u2019s experience shows why prevention matters<\/h2>\n

Lebanon faces several types of hazards. The disaster preparedness guide hosted by the United Nations Office for Disaster Risk Reduction identifies earthquakes, tsunamis, landslides, storms, floods and fires among the threats for which the public should prepare. Their consequences depend partly on where people live, the condition of buildings and infrastructure, and the capacity to respond.<\/p>\n

Flooding provides a concrete example. UNDRR\u2019s 2024 Global Assessment Report special edition examines floods in northern Lebanon following seven days of heavy rain in January 2024. Roads were submerged, disrupting access to work and food assistance. The case study highlights weaknesses in enforcing building codes and regulations intended to protect infrastructure and buildings against flooding.<\/p>\n

The implication is clear: disaster prevention must extend beyond responding when water enters homes. It should include maintaining drainage, protecting waterways, applying land-use rules and identifying buildings and neighbourhoods where intervention is most urgent.<\/p>\n

Housing recovery must include safety<\/h2>\n

Conflict damage has made housing resilience an especially pressing concern.<\/p>\n

In its assessment published on 7 March 2025, the World Bank estimated Lebanon\u2019s recovery and reconstruction needs at US$11 billion<\/strong> for the conflict period from 8 October 2023 to 20 December 2024<\/strong>. Housing was the hardest-hit sector, with estimated physical damage of US$4.6 billion<\/strong>. These figures describe that assessment period; they should not be presented as a comprehensive estimate of subsequent destruction.<\/p>\n

For Lebanon, rebuilding should therefore include qualified structural assessments, appropriate engineering supervision and measures to reduce future risks. Repairing visible damage alone cannot establish whether a building is safe.<\/p>\n

Housing assistance should also consider the circumstances of tenants, low-income homeowners and displaced families. A household that cannot afford an inspection or essential repairs needs an accessible support pathway. Safety should not depend solely on purchasing power.<\/p>\n

Where return remains unsafe, temporary accommodation should provide dignified living conditions and access to essential services. Recovery decisions should involve affected residents and explain how assistance is allocated.<\/p>\n

Climate adaptation belongs in housing policy<\/h2>\n

Lebanon\u2019s National Adaptation Plan provides an existing foundation for connecting climate resilience with development.<\/p>\n

Published through UNDP in December 2025, the plan addresses rising temperatures, declining precipitation, prolonged droughts and extreme weather events. Its roadmap covers 2025\u20132035<\/strong> and includes urban infrastructure, public health, water resources and disaster risk reduction among eight priority sectors.<\/p>\n

For homes and neighbourhoods, this points towards practical priorities: better drainage, suitable ventilation and shading, reliable water access, and planning informed by local hazards.<\/p>\n

Municipal investment should connect these measures. A safer building still depends on accessible roads, functioning sanitation and services that continue during emergencies. Protecting homes therefore requires protecting the systems around them.<\/p>\n

Strengthening national coordination and local capacity<\/h2>\n

Lebanon already has an institutional structure on which to build.<\/p>\n

According to UNDP, the Disaster Risk Management Unit at the Presidency of the Council of Ministers coordinates disaster risk management across national, subnational, sectoral and local levels. Its work covers prevention, preparedness, response and recovery. Lebanon\u2019s National Response Framework was subsequently updated in 2017 and 2023.<\/p>\n

The priority should be to turn coordination into dependable local capacity. Municipalities need technical support, usable risk information and resources to maintain infrastructure and prepare evacuation arrangements.<\/p>\n

Local preparedness should include identifying safe shelters, planning assistance for residents who cannot evacuate independently, conducting exercises and establishing clear communication between communities and responders.<\/p>\n

These responsibilities require sustained funding. Preparedness cannot depend entirely on short-term projects launched after each emergency.<\/p>\n

Early warnings must reach people and enable action<\/h2>\n

A warning is useful only when people receive it, understand it and can act on it.<\/p>\n

For Lebanon, warning systems should use several channels, including mobile messages, radio, municipal communication and trusted community networks. Information should explain the affected area, the expected danger and the action people should take.<\/p>\n

Accessibility must be built into these arrangements. Older persons, persons with disabilities, people with limited literacy and households with unreliable connectivity may need different communication formats or direct assistance.<\/p>\n

Warnings should also be linked to practical options. People need to know where they can go, how to get there and what support is available. Telling a family to evacuate without providing an accessible route or safe destination leaves a critical protection gap.<\/p>\n

A human rights approach to disaster risk reduction<\/h2>\n

Disaster risk reduction concerns the protection of life, health, housing, education and dignity. Policies should therefore examine who is most exposed, who receives assistance and who faces barriers to protection.<\/p>\n

For Lebanon, a rights-based approach should include:<\/p>\n
