Amid conflict-related destruction, displacement, economic hardship and inequalities in access to basic services, housing must occupy a central place in national recovery and public policy. A safe, affordable and accessible home is essential to dignity, health, education and participation in society.<\/strong><\/p>\n<p>Every year, the United Nations marks World Habitat Day on the first Monday of October to reflect on the condition of towns and cities and the right of everyone to adequate shelter. Established by the General Assembly in 1985, the observance reminds governments and communities of their shared responsibility to shape the future of human settlements.<\/p>\n<p>The 2026 theme, <strong>\u201cAdequate Housing for All\u201d<\/strong>, calls attention to policies, partnerships and practical solutions that can turn housing rights into lived reality. The global observance will take place in Muscat, Oman, from 5 to 8 October, bringing together governments, local authorities, communities and housing practitioners.<\/p>\n<p>For the <strong>National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT)<\/strong>, this occasion provides an opportunity to examine housing through the lens of human rights: who can access a safe home, who faces exclusion, what protection is available when housing is threatened, and how public decisions can advance equality.<\/p>\n<p>In Lebanon, these questions affect displaced families, tenants struggling with housing costs, residents of underserved neighbourhoods, persons with disabilities, refugees, migrant workers and people whose homes have been damaged or destroyed.<\/p>\n<h2>Understanding the right to adequate housing<\/h2>\n<p>The right to adequate housing is recognised in Article 25 of the Universal Declaration of Human Rights and Article 11 of the International Covenant on Economic, Social and Cultural Rights. Its meaning extends beyond the physical existence of a roof and walls.<\/p>\n<p>UN human rights standards identify seven dimensions of adequate housing: security of tenure; availability of services and infrastructure; affordability; habitability; accessibility; location; and cultural adequacy. Frequent moves can interrupt children\u2019s schooling. Overcrowding and poor sanitation can harm health. Distance from employment can increase transport costs and reduce income. Inaccessible homes can restrict independence and participation.<\/p>\n<p>A rights-based housing policy should account for these connections.<\/p>\n<h2>Protecting homes and supporting displaced communities<\/h2>\n<p>Conflict-related destruction makes housing a central concern in Lebanon\u2019s recovery. The loss of a home can also mean the loss of documents, livelihoods, possessions, neighbourhood support and a sense of belonging.<\/p>\n<p>UN human rights reporting has documented deaths and displacement during the 2026 escalation. A home is not adequately affordable when its cost prevents a household from meeting other essential needs.<\/p>\n<p>Policy options worth assessing include targeted rental assistance, rehabilitation of existing housing, affordable rental programmes, social housing and cooperative or community-led initiatives. Each option requires clear eligibility rules, sustainable financing and independent oversight.<\/p>\n<p>Housing finance should also respond to households with modest or irregular incomes. Expanding credit alone will not meet every need, particularly where repayment would place families under unsustainable financial pressure.<\/p>\n<p>Support should protect tenants while recognising the circumstances of small landlords who may also depend on rental income. Fair dispute resolution and carefully designed assistance can help prevent avoidable housing loss.<\/p>\n<p>The goal should be a broader range of housing options, with public policy directing resources towards households whose needs are least likely to be met through the market.<\/p>\n<h2>Security of tenure and protection against forced eviction<\/h2>\n<p>People need reasonable confidence that they can remain in their homes and obtain legal protection when disputes arise. Security of tenure matters across ownership, rental and other forms of occupancy.<\/p>\n<p>International standards require safeguards against forced eviction. UN human rights guidance emphasises legal protection and the need for appropriate alternatives where affected people cannot provide for themselves.<\/p>\n<p>For Lebanon, relevant priorities include accessible legal advice, clear procedures, genuine consultation, appropriate notice and effective remedies. Housing disputes should be addressed through lawful processes that consider the consequences for affected households.<\/p>\n<p>Where relocation is necessary because a building poses a serious safety risk, authorities should combine protective action with suitable accommodation and support. Preventing physical harm and preventing homelessness must be pursued together.<\/p>\n<h2>Ensuring equal access to housing<\/h2>\n<p>An inclusive housing policy must respond to different needs and barriers.<\/p>\n<p>For persons with disabilities, accessibility should be incorporated into homes, entrances, pathways, services and transport connections. Adaptable design can also help older people remain in their communities.<\/p>\n<p>Women facing violence may need confidential, secure accommodation and pathways to independent housing. Children need stable living conditions that support schooling, health and development. Older people may require proximity to care and protection against isolation.<\/p>\n<p>Refugees and migrant workers can face additional obstacles when seeking safe accommodation or pursuing remedies.
