The National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture (NHRC-CPT), participated in the inaugural meeting of the Ministerial Committee mandated to develop Lebanon’s Comprehensive National Plan on the Responsible Use of the Internet and Digital Applications by Children.<\/p>\n

The meeting, held at the Ministry of Information, brought together representatives of the Ministry of Information, the Ministry of Environment, the Ministry of Interior and Municipalities \u2013 General Directorate of General Security, the Ministry of Interior and Municipalities \u2013 General Directorate of the Internal Security Forces, the Ministry of Education and Higher Education, the Office of the Minister of State for Technology and Artificial Intelligence, the Ministry of Social Affairs, the National Commission for Lebanese Women, the General Secretariat of the Higher Defence Council (National Team for the Development of a Cybercrime Risk Response Plan), Ogero, the Telecommunications Regulatory Authority (TRA), the United Nations Children’s Fund (UNICEF), SMEX, and the Ren\u00e9 Moawad Foundation.<\/p>\n

Opening the meeting, Minister of Information Dr. Paul Morcos underscored that the development of a comprehensive national framework for protecting children in the digital environment has become a national priority in light of the rapid expansion of digital technologies and the growing risks associated with harmful online content, cyberbullying, online exploitation, and excessive screen use. He stressed the importance of ensuring a safe digital environment that enables children to benefit from technological innovation while safeguarding their rights and well-being.<\/p>\n

SMEX presented a strategic framework for the development of the national plan, emphasizing the importance of a coordinated, multi-stakeholder approach bringing together public institutions, civil society organizations, technical experts, and digital service providers.<\/p>\n

Representatives of the participating ministries, public institutions and organizations also presented ongoing initiatives aimed at strengthening children’s online protection and promoting digital safety. Discussions focused on opportunities for enhanced inter-institutional cooperation, institutional coordination, the allocation of responsibilities, and the development of effective implementation, monitoring and accountability mechanisms.<\/p>\n

The NHRC-CPT was represented by Bassam Al Kantar<\/strong>, Commissioner for International Relations, Media and Information Technology, who presented the Commission’s study entitled “Protecting Children in the Digital Environment: Social Media Restrictions, Platform Accountability, and Human Rights Implications in Lebanon.”<\/strong><\/a> The study sets out a comprehensive human rights framework for addressing child protection in digital spaces, drawing on the Convention on the Rights of the Child and other relevant international human rights standards.<\/p>\n

The Commission’s study concludes that protecting children in the digital environment cannot be achieved through fragmented technical or security measures alone. Rather, it requires a comprehensive national strategy that places children’s rights at the centre of public policy and is guided by the principles of the best interests of the child, legality, necessity and proportionality. Such a strategy should protect children while fully respecting their rights to freedom of expression, access to information, education, participation and privacy.<\/p>\n

The Commission further called on the Ministerial Committee to conduct its work with the highest standards of transparency and to ensure meaningful consultations with children, parents, teachers, child protection specialists, digital rights experts and civil society organizations. These consultations should lead to the adoption of a publicly available national strategy that includes clear objectives, defined implementation timelines and clearly assigned institutional responsibilities. The Commission also stressed the importance of ensuring that the NHRC-CPT plays an independent oversight role throughout the implementation process.<\/p>\n

The study further recommends that broad digital restrictions affecting children should not be introduced unless they are demonstrated to be strictly necessary, proportionate and evidence-based, and accompanied by robust human rights safeguards. Instead, priority should be given to addressing the structural drivers of online harms, including unsafe platform design, opaque algorithmic systems, exploitative data practices, and inadequate complaint and remedy mechanisms.<\/p>\n

The Commission also recommends that Lebanon accelerate its accession to the United Nations Convention against Cybercrime<\/strong>, while ensuring that any implementing legislation fully complies with international human rights law, particularly with regard to privacy, freedom of expression, due process guarantees and judicial oversight. It further calls for the modernization of the national legal framework governing cybercrime investigations, cross-border access to electronic evidence and digital procedural safeguards, as well as the effective implementation and reform of Law No. 81\/2018 on Electronic Transactions and Personal Data<\/strong> through the establishment of independent and effective data protection oversight and enforcement mechanisms, with particular attention to children’s personal data.<\/p>\n

With regard to artificial intelligence, the Commission called for the establishment of an independent national governance framework founded on the principles of independence, transparency, accountability and full compliance with international human rights standards. The framework should include mandatory safeguards to prevent discrimination, unlawful surveillance and violations of privacy, while addressing emerging risks associated with artificial intelligence, including non-consensual deepfake<\/strong> content and other forms of AI-generated synthetic media that may harm children or facilitate online exploitation.<\/p>\n

Commenting on the initiative, Bassam Al Kantar<\/strong>, Commissioner for International Relations, Media and Information Technology at the NHRC-CPT, stated:<\/p>\n

“Protecting children in the digital environment is no longer solely a technical or educational issue\u2014it is a human rights imperative. Every child has the right to a safe digital environment that protects them from exploitation and online violence while preserving their rights to education, access to information, freedom of expression, participation and privacy.”<\/h5>\n<\/blockquote>\n

He added:<\/p>\n

“A successful national strategy must move beyond restrictive approaches and instead address the structural causes of digital harm. It should strengthen platform accountability, promote digital literacy, protect children’s personal data, and empower children, parents and educators to engage safely and responsibly in digital spaces, while ensuring full respect for international human rights standards.”<\/p>\n

Al Kantar concluded by reaffirming the Commission’s commitment to supporting the development of the national strategy through its independent human rights mandate and technical expertise, with a view to ensuring that the protection of children in the digital environment becomes an integral component of Lebanon’s national human rights framework and that the forthcoming strategy provides a balanced, rights-based model that effectively protects children while safeguarding fundamental rights and freedoms in the digital age.<\/p>\n
