He stressed that the widespread destruction across southern Lebanon extended beyond residential buildings to essential civilian infrastructure and the basic conditions necessary for life, severely undermining the ability of displaced residents to return and rebuild their lives.<\/p>\n<p>He further noted that statements by senior Israeli officials, according to his presentation, amounted to acknowledgements of what could be described as the systematic destruction of towns and villages. The repeated targeting of civilians and civilian infrastructure, he said, constitutes a clear violation of international humanitarian law and calls for condemnation and accountability.<\/p>\n<p>Addressing the Council, Mitri also outlined the work of Lebanon&#8217;s National Committee for International Humanitarian Law. He noted that the Committee convened at the Grand Serail on 22 May 2026 to review ongoing efforts to document violations committed during the recent events in Lebanon, as part of a broader initiative to prepare legal case files based on professional documentation in accordance with international standards.<\/p>\n<p>Concluding his statement, Mitri expressed hope that the Human Rights Council would reaffirm that the protection of human rights in Lebanon is essential to achieving justice and lasting peace. He called on the international community to fulfil its responsibility to ensure respect for international humanitarian law and to strengthen accountability for violations.<\/p>\n<p>Mitri&#8217;s address came at the conclusion of an official visit to Geneva, during which he held a series of meetings with senior United Nations and international officials, including UN High Commissioner for Human Rights Volker T\u00fcrk, President of the International Committee of the Red Cross Mirjana Spoljaric Egger, as well as Arab ambassadors, representatives of UN member states, and international organizations.<\/p>\n<p>In his meeting with the High Commissioner, Mitri discussed the consequences of the Israeli attacks on Lebanon and ways to strengthen cooperation with the Office of the High Commissioner for Human Rights, particularly regarding the work of the OHCHR assessment team deployed to Lebanon to document the impact of the attacks on civilians and civilian infrastructure, assess humanitarian needs, and formulate recommendations for the international community.<\/p>\n<p>His discussions with the President of the International Committee of the Red Cross focused on the humanitarian situation in Lebanon and ways to reinforce cooperation in responding to the needs of affected communities, with particular emphasis on civilian protection, ensuring respect for international humanitarian law, and following up on the issue of Lebanese detainees held in Israeli prisons through ICRC visits.
