Under international humanitarian law, medical personnel, humanitarian workers, and healthcare facilities must be respected and protected at all times. However, warfare has increasingly expanded into the digital domain, exposing hospitals, emergency response teams, and humanitarian databases to potentially devastating cyber operations. The development of a <a href=\"https:\/\/www.youtube.com\/watch?v=VpaXOAv3DpQ\" target=\"_blank\" rel=\"noopener\">\u201cDigital Emblem\u201d<\/a> represents a technological mechanism for extending the protections of international humanitarian law into cyberspace.<\/p>\n<p>The International Humanitarian Law Committee of the National Human Rights Commission seeks to launch a national discussion on this initiative, with the objective of promoting the rapid implementation of a pilot phase aimed at protecting Lebanese institutions during the ongoing conflict. This initiative comes at a time when Israeli occupation forces have deliberately intensified attacks against medical and ambulance personnel, showing no regard for the protective emblems worn by healthcare workers or displayed on hospitals and ambulances. Furthermore, the possibility of additional cyberattacks targeting medical facilities and healthcare personnel cannot be ruled out. Such attacks could disrupt the delivery of life-saving services during wartime, highlighting the urgent need to develop digital protection mechanisms that complement the traditional safeguards that international humanitarian law is intended to provide.<\/p>\n<h1>The Digital Emblem: Extending International Humanitarian Law Protection into Cyberspace<\/h1>\n<p>For more than a century and a half, physical emblems such as the Red Cross and the Red Crescent have served as clear signals to belligerents that the facilities and personnel displaying them are neutral, protected, and must not be attacked. As Lebanon\u2019s medical and humanitarian sectors become increasingly dependent on interconnected digital infrastructure, including cloud-based patient records, digital emergency coordination networks, and internet-connected medical devices, the risks of collateral cyber harm or deliberate cyber targeting have grown significantly.<\/p>\n<p>The Digital Emblem project, led by the International Committee of the Red Cross (ICRC) in cooperation with leading international research institutions, seeks to create an authenticated digital marker. Operating on the same legal logic as the physical emblem, this digital marker would signal to cyber operators that a particular network, server, or digital asset belongs to a protected entity and must be spared from disruption, data intrusion, or the deployment of malicious software.<\/p>\n<p>In 2020, the ICRC partnered with the Centre for Cyber Trust, a cybersecurity research collaboration between ETH Zurich and the University of Bonn, <a href=\"https:\/\/www.icrc.org\/en\/article\/icrc-digital-emblem-project\" target=\"_blank\" rel=\"noopener\">to explore the concept of a digital emblem<\/a>. The proposed digital emblem combines a unique set of security requirements, namely authenticity, accountability, and a feature known as \u201cstealth inspection.\u201d The Authenticated Digital Emblem (ADEM) system was developed on the foundation of the Web Public Key Infrastructure (Web PKI) ecosystem and Certificate Transparency (CT) mechanisms.<\/p>\n<p>The emblem <a href=\"https:\/\/ethz.ch\/en\/news-and-events\/eth-news\/news\/2023\/11\/digital-emblem-for-humanitarian-law-in-cyberspace.html\" target=\"_blank\" rel=\"noopener\">developed by Felix Linker and David Basin at ETH Zurich<\/a> is cryptographically protected through a digital signature, a long sequence of bits that can be read and verified by specially designed software. This enables the retrieval of information concerning the owner of the network, the protected IP address or domain, and the authority that issued the emblem. As Linker explains, \u201cIt is essential that the emblem be machine-readable, because most cyberattacks today are automated.\u201d<\/p>\n<p>In practical terms, malicious software would automatically detect and read the digital emblem, allowing it to recognize that it is attempting to access a system belonging to an entity protected under international humanitarian law. This identification should occur during the initial reconnaissance phase of a cyber operation, before any damage is inflicted on the targeted system.<\/p>\n<p>Another key requirement is that the Digital Emblem be managed through a decentralized framework rather than a single central authority. States committed to international humanitarian law should be able to verify that a specific digital infrastructure within their jurisdiction qualifies for protection and is therefore entitled to display the emblem. To facilitate this objective, the ADEM system is based on an open standard, enabling governments to adapt and implement the Digital Emblem with maximum flexibility and in accordance with their national requirements.<\/p>\n<h1>Principal Technical Approaches for Implementation<\/h1>\n<p><strong>The Authenticated Digital Emblem (ADEM):<\/strong><br \/>\nADEM is a multilayered cryptographic framework that enables competent authorities to certify protected facilities and entities. It functions by transmitting legal protection information through standard Internet protocols, such as DNS, TLS, or ICMP, without requiring a comprehensive redesign of the global Internet infrastructure.<\/p>\n<p><strong>IP Address and Domain Name System (DNS)-Based Labeling:<\/strong><br \/>\nAnother proposed approach involves assigning dedicated and identifiable subnetworks or specific top-level domain labels, such as \u201c.emblem,\u201d to alert law-abiding cyber operators during the earliest stages of cyber reconnaissance. This would enable them to recognize protected networks and avoid targeting them.<\/p>\n<h1>Why Do Lebanese Institutions Urgently Need This Protection?<\/h1>\n<p>The continuing and escalating Israeli attacks since October 2023 have demonstrated that the line separating operational continuity from humanitarian catastrophe is extremely thin. The adoption of a Digital Emblem framework would reinforce the protected status of Lebanese healthcare and humanitarian infrastructure in several critical ways:<\/p>\n<p><strong>Preventing Disruption Caused by the \u201cFog of War\u201d<\/strong><\/p>\n<p>During fast-paced military operations, automated malware and large-scale cyber campaigns can inadvertently affect civilian infrastructure. A Digital Emblem would allow military planners and cyber operators to incorporate explicit \u201cwhitelists\u201d or technical safeguards into cyber operations, automatically excluding protected Lebanese hospitals, emergency response systems, and humanitarian networks from attack.<\/p>\n<p><strong>Safeguarding Critical Humanitarian Data<\/strong><\/p>\n<p>Relief organizations operating in Lebanon manage highly sensitive information, including records of displaced persons, medical logistics databases, and blood bank inventories. Marking these servers with a Digital Emblem would clearly indicate their protected status under international humanitarian law. This would increase the visibility and traceability of any cyber operation targeting them, particularly where such attacks result in the disruption of emergency relief services or humanitarian assistance.<\/p>\n<p><strong>Preserving the Functionality of Life-Saving Medical Equipment<\/strong><\/p>\n<p>Modern life-saving medical technologies, ranging from diagnostic tools to intensive care monitoring systems, are increasingly connected to digital networks. Ensuring that the digital infrastructure hosting these devices is clearly marked and protected through a Digital Emblem would provide an additional layer of defense against destabilizing cyber activities, helping to maintain the uninterrupted delivery of essential healthcare services during armed conflict.<\/p>\n<h1>What Does the Digital Emblem Look Like from a Technical Perspective?<\/h1>\n<p>Since 2020, the International Committee of the Red Cross (ICRC) has collaborated with leading research institutions to explore the technical feasibility of a Digital Emblem. After carefully assessing a range of technical proposals, all of which were presented in a <a href=\"https:\/\/www.icrc.org\/sites\/default\/files\/document_new\/file_list\/icrc_digitalizing_the_rcrc_emblem.pdf\" target=\"_blank\" rel=\"noopener\">dedicated repor<\/a>t, the ICRC focused its efforts on the **Authenticated Digital Emblem (ADEM)**, a technical solution that emerged as the most capable of meeting the project&#8217;s operational and legal requirements.<\/p>\n<p>The ICRC reached this conclusion following nearly four years of intensive consultations with states, components of the International Red Cross and Red Crescent Movement, and experts from both the technical and legal fields. The ADEM model is designed to provide a practical and scalable mechanism for identifying protected digital infrastructure while remaining compatible with existing Internet architecture and international legal frameworks.<\/p>\n<p>For the Digital Emblem to be effective, it must be recognized and respected under international law. To that end, the ICRC continues to engage with states, the various components of the International Red Cross and Red Crescent Movement, and experts from multiple disciplines to explore the most appropriate ways of integrating a future Digital Emblem into the framework of international humanitarian law and ensuring that it benefits from the same legal protections afforded to the traditional protective emblems.<\/p>\n<p>The ultimate objective is to extend the humanitarian protections that have long existed in the physical world into cyberspace, ensuring that hospitals, humanitarian organizations, emergency services, and other protected entities can continue operating safely and effectively in an increasingly digitalized conflict environment.<\/p>\n<p>### Elevating the Initiative to the National Level<\/p>\n<p>The International Humanitarian Law Committee of the National Human Rights Commission in Lebanon recognizes that waiting for peacetime conditions to negotiate and ratify new international treaties or to achieve universal standardization of digital protection mechanisms is a luxury that Lebanon cannot currently afford. While global policy discussions continue within forums such as the Internet Engineering Task Force (IETF) and the United Nations, the Commission seeks to proactively highlight the importance of embedding Digital Emblem technologies within Lebanon\u2019s national defense and humanitarian protection frameworks.<\/p>\n<h1>Accelerating the Implementation of an Emergency Pilot Phase<\/h1>\n<p>Rather than waiting for the emergence of a universally accepted technical standard, the National Human Rights Commission calls for the launch of a rapid national pilot project for the deployment of Digital Emblem technologies in Lebanon. Such an initiative could be led by the Ministry of Public Health in cooperation with the Ministry of Telecommunications, the Ministry of State for Administrative Development, and the Lebanese Armed Forces, with technical support from the International Committee of the Red Cross (ICRC).<\/p>\n<p><strong>Interim Technical Arrangements<\/strong><\/p>\n<p>Drawing on provisions of international humanitarian law that permit parties to a conflict to agree upon \u201cadditional or other signals\u201d to facilitate the identification of protected civilian entities, Lebanon could unilaterally deploy Digital Emblem markers across its most critical public health networks and humanitarian infrastructure.<\/p>\n<p><strong>Targeted Deployment<\/strong><\/p>\n<p>The pilot phase should focus on introducing simple, low-cost, and easily removable digital markers, such as DNS-based certificates or institutionally recognized self-signed ADEM certificates, across the digital perimeters of a selected group of Lebanese public hospitals, emergency response facilities, and humanitarian logistics centers. Such an approach would allow rapid implementation while minimizing operational and financial burdens.<\/p>\n<p><strong>Passive Reconnaissance Security<\/strong><\/p>\n<p>One of the advantages of advanced Digital Emblem solutions such as ADEM is that they enable cyber operators to detect the emblem through passive reconnaissance techniques without revealing their own presence. This allows law-abiding actors to safely verify the protected status of Lebanese digital infrastructure while reducing the need for direct interaction with protected systems. By facilitating secure identification, the Digital Emblem increases the likelihood of compliance with international humanitarian law and strengthens the protection afforded to critical civilian infrastructure during armed conflict.<\/p>\n<p>Ultimately, the objective of such a pilot initiative is not merely technological innovation. Rather, it is to affirm that the protections guaranteed by international humanitarian law must evolve alongside the changing nature of warfare. As conflict increasingly extends into cyberspace, safeguarding hospitals, humanitarian organizations, emergency services, and essential civilian infrastructure requires extending the protective logic of the Red Cross and Red Crescent emblems into the digital domain.
