They are not non-governmental organizations; rather, they act as a \u201cbridge\u201d between civil society and governments. They are known by different names across countries, such as commissions, councils, ombudsman institutions, public defenders, or similar bodies tasked with protecting the rights of the people.<\/p>\n<p data-start=\"845\" data-end=\"1283\">Lebanon acceded to the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment through Law No. 12 of 5 September 2008. In implementation of Article 17 of the Protocol, the State undertook to establish an independent national preventive mechanism against torture through the creation of the National Human Rights Commission, including the Committee for the Prevention of Torture.<\/p>\n<p data-start=\"1285\" data-end=\"1397\">The Commission was formally constituted by Decree No. 3267 of 19 June 2018 and Decree No. 5147 of 5 July 2019.<\/p>\n<p data-start=\"1399\" data-end=\"1576\">In accordance with Article 5 of Law No. 62\/2016, the members of the Commission took the following oath before the President of the Republic on 16 July 2019 and 14 August 2019:<\/p>\n<p data-start=\"1578\" data-end=\"1848\">\u201cI swear by Almighty God to carry out my duties within the National Human Rights Commission with integrity, dedication, and independence, and to act in a manner that reflects trust and commitment to the rule of law and to the protection and promotion of human rights.\u201d<\/p>\n<p data-start=\"1850\" data-end=\"2117\">Pursuant to Article 6 and in accordance with the provisions of Chapter III of Law No. 62\/2016 (Articles 15 to 20 inclusive), the Commission, on 12 November 2019, elected its President and Bureau members and distributed responsibilities among its members as follows:<\/p>\n<p data-start=\"16\" data-end=\"829\">Dr. Fadi Gerges \u2013 President of the Commission<br data-start=\"61\" data-end=\"64\" \/>Judge Khalil Abu Rajili \u2013 Head of the Committee for the Prevention of Torture and Vice-President of the Commission<br data-start=\"178\" data-end=\"181\" \/>Dr. Rana Al-Jamal, Lawyer \u2013 Secretary<br data-start=\"218\" data-end=\"221\" \/>Mr. Ali Youssef \u2013 Treasurer and Commissioner for Complaints<br data-start=\"280\" data-end=\"283\" \/>Mr. Bassam Al Kantar \u2013 Commissioner for International Relations and Commissioner for Media and Information Technology<br data-start=\"400\" data-end=\"403\" \/>Prof. Fadl Daher \u2013 Commissioner for Studies and Monitoring and Commissioner for Education and Development<br data-start=\"508\" data-end=\"511\" \/>Dr. Josiane Madi Skaf \u2013 Member of the Committee for the Prevention of Torture<br data-start=\"588\" data-end=\"591\" \/>Mr. Raymond Madlej, Lawyer \u2013 Member of the Committee for the Prevention of Torture<br data-start=\"673\" data-end=\"676\" \/>Ms. Rida Ramez Azar \u2013 Member of the Committee for the Prevention of Torture<br data-start=\"751\" data-end=\"754\" \/>Dr. Bilal Sablouh \u2013 Member of the Committee for the Prevention of Torture<\/p>\n<p data-start=\"831\" data-end=\"884\"><strong data-start=\"831\" data-end=\"882\">Mandate of the National Human Rights Commission<\/strong><\/p>\n<p data-start=\"886\" data-end=\"975\">Law No. 62\/2016 defines the mandate of the National Human Rights Commission as follows:<\/p>\n<p data-start=\"977\" data-end=\"1436\">The Commission works to protect and promote human rights in Lebanon in accordance with the standards set out in the Lebanese Constitution, the Universal Declaration of Human Rights, relevant international treaties and conventions, and Lebanese laws consistent with these standards, in addition to carrying out the specific tasks defined by this law. In doing so, it may communicate independently with relevant international and national human rights bodies.<\/p>\n<p data-start=\"1438\" data-end=\"1508\">In particular, the Commission is entrusted with the following tasks:<\/p>\n<ol data-start=\"1510\" data-end=\"2263\">\n<li data-section-id=\"scnusl\" data-start=\"1510\" data-end=\"1656\">Monitoring Lebanon\u2019s compliance with human rights and international humanitarian law and issuing and publishing special and periodic reports.<\/li>\n<li data-section-id=\"1mb9gra\" data-start=\"1657\" data-end=\"1736\">Contributing independently to the reports submitted by the Lebanese State.<\/li>\n<li data-section-id=\"tuhgnc\" data-start=\"1737\" data-end=\"2001\">Providing opinions on matters referred to it by competent authorities or on its own initiative regarding compliance with human rights standards.<br data-start=\"1884\" data-end=\"1887\" \/>It may also express opinions on all legislation, decrees, decisions, draft laws, and policies in this regard.<\/li>\n<li data-section-id=\"18xdsvl\" data-start=\"2002\" data-end=\"2164\">Receiving complaints and notifications related to human rights violations and contributing to their resolution through negotiation, mediation, or litigation.<\/li>\n<li data-section-id=\"1u8ynz8\" data-start=\"2165\" data-end=\"2263\">Promoting human rights culture and supporting and developing human rights education programs.<\/li>\n<\/ol>\n<p data-start=\"2265\" data-end=\"2325\"><strong data-start=\"2265\" data-end=\"2323\">Mandate of the Committee for the Prevention of Torture<\/strong><\/p>\n<p data-start=\"2327\" data-end=\"2423\">Law No. 62\/2016 defines the mandate of the Committee for the Prevention of Torture as follows:<\/p>\n<p data-start=\"2425\" data-end=\"2728\">The Committee operates within the Commission to protect the rights of persons deprived of their liberty, in accordance with the provisions of this law and Lebanon\u2019s obligations under the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.<\/p>\n<p data-start=\"2730\" data-end=\"2993\">Under the Optional Protocol, the Committee serves as the National Preventive Mechanism, tasked with protecting the rights of detainees and persons deprived of liberty, and enjoys independent legal personality in all matters related to the prevention of torture.<\/p>\n<p data-start=\"2995\" data-end=\"3444\">The Committee, or those it designates from among its members, staff, or contracted experts, has unrestricted authority to enter and visit all places of deprivation of liberty and their facilities in Lebanon without exception, with the aim of protecting individuals from torture and other forms of ill-treatment or arbitrary detention, and to cooperate and engage in dialogue with the competent authorities to improve relevant laws and regulations.<\/p>\n<p data-start=\"3446\" data-end=\"3483\">The Committee or its delegates may:<\/p>\n<ol data-start=\"3485\" data-end=\"4260\">\n<li data-section-id=\"1ccvg5x\" data-start=\"3485\" data-end=\"3687\">Conduct regular or unannounced visits at any time to places of deprivation of liberty without prior notice and without requiring authorization from any administrative, judicial, or other authority.<\/li>\n<li data-section-id=\"rnck3h\" data-start=\"3688\" data-end=\"3849\">Conduct private or group interviews with any persons deprived of liberty, in full confidentiality and without supervision, with interpretation if necessary.<\/li>\n<li data-section-id=\"18t60if\" data-start=\"3850\" data-end=\"4127\">Meet with any other person it considers able to provide relevant information or assistance, and exercise unrestricted authority to obtain information confidentially as required for its work. The Committee does not publish any information without the consent of its source.<\/li>\n<li data-section-id=\"viwbpt\" data-start=\"4128\" data-end=\"4260\">Receive complaints or requests for interviews from the aforementioned persons or conduct any medical examination or assessment.<\/li>\n<\/ol>\n<p data-start=\"4262\" data-end=\"4526\">Article 27(b) of Law No. 62\/2016 grants the Committee the right to communicate directly with the United Nations Subcommittee on Prevention of Torture and to provide it with information when necessary, as well as to meet with it periodically or whenever required.<\/p>\n<div class=\"\" data-turn-id-container=\"request-WEB:9ec8b9bb-0273-47af-9993-3f28adbb0172-9\" data-is-intersecting=\"true\">\n<section class=\"text-token-text-primary w-full focus:outline-none [--shadow-height:45px] has-data-writing-block:pointer-events-none has-data-writing-block:-mt-(--shadow-height) has-data-writing-block:pt-(--shadow-height) [&amp;:has([data-writing-block])&gt;*]:pointer-events-auto R6Vx5W_threadScrollVars scroll-mb-[calc(var(--scroll-root-safe-area-inset-bottom,0px)+var(--thread-response-height))] scroll-mt-[calc(var(--header-height)+min(200px,max(70px,20svh)))]\" dir=\"auto\" data-turn-id=\"request-WEB:9ec8b9bb-0273-47af-9993-3f28adbb0172-9\" data-testid=\"conversation-turn-18\" data-scroll-anchor=\"false\" data-turn=\"assistant\">\n<div class=\"text-base my-auto mx-auto pb-10 [--thread-content-margin:var(--thread-content-margin-xs,calc(var(--spacing)*4))] @w-sm\/main:[--thread-content-margin:var(--thread-content-margin-sm,calc(var(--spacing)*6))] @w-lg\/main:[--thread-content-margin:var(--thread-content-margin-lg,calc(var(--spacing)*16))] px-(--thread-content-margin)\">\n<div class=\"[--thread-content-max-width:40rem] @w-lg\/main:[--thread-content-max-width:48rem] mx-auto max-w-(--thread-content-max-width) flex-1 group\/turn-messages focus-visible:outline-hidden relative flex w-full min-w-0 flex-col agent-turn\">\n<div class=\"flex max-w-full flex-col gap-4 grow\">\n<div class=\"min-h-8 text-message relative flex w-full flex-col items-end gap-2 text-start break-words whitespace-normal outline-none keyboard-focused:focus-ring [.text-message+&amp;]:mt-1\" dir=\"auto\" tabindex=\"0\" data-message-author-role=\"assistant\" data-message-id=\"3d628ef4-c479-4979-b4cb-7cd9c3d2115d\" data-message-model-slug=\"gpt-5-3\" data-turn-start-message=\"true\">\n<div class=\"flex w-full flex-col gap-1 empty:hidden\">\n<div class=\"markdown prose dark:prose-invert w-full wrap-break-word light markdown-new-styling\">\n<p data-start=\"16\" data-end=\"35\"><strong data-start=\"16\" data-end=\"33\">Annual Report<\/strong><\/p>\n<p data-start=\"37\" data-end=\"676\">Both the Commission and the Committee, each within its respective mandate, prepare a unified annual report outlining their yearly program, achievements, and the challenges they have faced. The Commission submits this consolidated report to the Presidency of the Republic, the Presidency of the Parliament, the Presidency of the Council of Ministers, and the President of the Supreme Judicial Council. The report is published in the Official Gazette, and the Parliament has the authority to discuss it. The report ensures that no personal or detailed data revealing the identity of victims or witnesses is disclosed without their consent.<\/p>\n<p data-start=\"678\" data-end=\"722\"><strong data-start=\"678\" data-end=\"720\">Permanent Committees of the Commission<\/strong><\/p>\n<p data-start=\"724\" data-end=\"890\">In accordance with Article 12 of Law No. 62\/2016, the National Human Rights Commission has established, through its internal regulations, four permanent committees:<\/p>\n<p data-start=\"892\" data-end=\"1153\"><strong data-start=\"892\" data-end=\"936\">International Humanitarian Law Committee<\/strong><br data-start=\"936\" data-end=\"939\" \/>This committee works to ensure respect for all international humanitarian law conventions and protocols, as well as relevant customary rules to which Lebanon is a party, whether through ratification or accession.<\/p>\n<p data-start=\"1155\" data-end=\"1550\"><strong data-start=\"1155\" data-end=\"1235\">Committee for Complaints by Child Victims of Violations of Children\u2019s Rights<\/strong><br data-start=\"1235\" data-end=\"1238\" \/>This committee serves as the national grievance mechanism for child victims of violations of children\u2019s rights. It is guided by the principle of the best interests of the child, takes into account the rights and views of the child, and gives due weight to those views according to the child\u2019s age and maturity.<\/p>\n<p data-start=\"1552\" data-end=\"1805\"><strong data-start=\"1552\" data-end=\"1627\">Committee for the Protection of the Rights of Persons with Disabilities<\/strong><br data-start=\"1627\" data-end=\"1630\" \/>Without prejudice to the competencies of relevant authorities, this committee serves as the national mechanism for the protection of the rights of persons with disabilities.<\/p>\n<p data-start=\"1807\" data-end=\"2049\"><strong data-start=\"1807\" data-end=\"1857\">Committee for Combating Trafficking in Persons<\/strong><br data-start=\"1857\" data-end=\"1860\" \/>Without prejudice to the competencies of the relevant authorities, this committee is responsible for combating trafficking in persons and ensuring the protection of victims and witnesses.<\/p>\n<p data-start=\"2051\" data-end=\"2108\"><strong data-start=\"2051\" data-end=\"2106\">Accreditation with \u201cA Status\u201d at the United Nations<\/strong><\/p>\n<p data-start=\"2110\" data-end=\"2405\">The Paris Principles, internationally agreed upon, define the role, composition, status, and functions of national human rights institutions. These principles were developed during an international workshop held in Paris in 1991 and were adopted by the United Nations General Assembly in 1993.<\/p>\n<p data-start=\"2407\" data-end=\"2700\">The National Human Rights Commission, including the Committee for the Prevention of Torture, is working to prepare all required documentation and reports to apply for accreditation with the United Nations and to join the Global Alliance of National Human Rights Institutions with \u201cA status.\u201d<\/p>\n<p data-start=\"2702\" data-end=\"2762\"><strong data-start=\"2702\" data-end=\"2760\">Membership in Regional and International Organizations<\/strong><\/p>\n<p data-start=\"2764\" data-end=\"3150\">The National Human Rights Commission, including the Committee for the Prevention of Torture, has initiated the preparation of files to join international and regional organizations, regional and Arab human rights mechanisms, as well as economic and development institutions, and regional and international networks and groups dedicated to the protection and promotion of human rights.<\/p>\n<p data-start=\"3152\" data-end=\"3206\">Among the most prominent of these organizations are:<\/p>\n<ul data-start=\"3208\" data-end=\"3458\">\n<li data-section-id=\"1agxzz8\" data-start=\"3208\" data-end=\"3274\">Global Alliance of National Human Rights Institutions (GANHRI)<\/li>\n<li data-section-id=\"13bsf64\" data-start=\"3275\" data-end=\"3341\">Asia Pacific Forum of National Human Rights Institutions (APF)<\/li>\n<li data-section-id=\"rehmpt\" data-start=\"3342\" data-end=\"3403\">Francophone Network of National Human Rights Institutions<\/li>\n<li data-section-id=\"co6kpm\" data-start=\"3404\" data-end=\"3458\">Arab Network of National Human Rights Institutions<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<\/div>\n<div class=\"pointer-events-none -mt-px h-px translate-y-[calc(var(--scroll-root-safe-area-inset-bottom)-14*var(--spacing))]\" aria-hidden=\"true\"><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Pursuant to the Paris Principles governing the establishment and functioning of national human rights institutions, and following numerous recommendations addressed to the Lebanese State by the United Nations Human Rights Council and international treaty bodies, Law No. 62 of 27 October 2016, as amended, was adopted, establishing the National Human Rights Commission, including the Committee [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":6774,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":"","jetpack_publicize_message":"","jetpack_publicize_feature_enabled":true,"jetpack_social_post_already_shared":false,"jetpack_social_options":{"image_generator_settings":{"template":"highway","default_image_id":0,"font":"","enabled":false},"version":2}},"categories":[164],"tags":[],"class_list":{"0":"post-6773","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-reference-documents-en"},"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
