On 1 April 2026 UNESCO convened an extraordinary meeting to strengthen the protection of cultural heritage in Lebanon, following the country\u2019s request. The meeting – an extraordinary session of the Committee for the Protection of Cultural Property in the Event of Armed Conflict \u2013 led to granting provisional enhanced protection to 39 cultural properties as well as the provision of an international financial assistance, totaling over 100,000USD for emergency operations on the ground.<\/span><\/div>\n<\/div>\n<\/div>\n

    On 18 November 2024, at the request of the Lebanese authorities, UNESCO convened an extraordinary session of the Committee for the Protection of Cultural Property in the Event of Armed Conflict. This was held on Monday at the Organization’s headquarters in Paris. It resulted in the provisional inclusion of 34 Lebanese cultural properties on the <\/span>International List of Cultural Property under Enhanced Protection<\/span><\/a>, including the World Heritage sites of Baalbek and Tyre, near to which strikes have recently been recorded.<\/span><\/p>\n

      \u201cEnhanced protection\u201d is a mechanism established by the\u00a01999 Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict<\/a>. Its main purpose is to ensure full and effective protection of cultural property during international or non-international armed conflicts.<\/div>\n

      Advantages<\/strong><\/h3>\n

      Cultural property inscribed on the International List of Cultural Property under Enhanced Protection benefits from high level immunity from military attacks as well as threats of making it a military target. Criminal sanctions may apply in cases where individuals do not respect the enhanced protection granted to a cultural property.<\/p>\n

      This distinctive emblem was established to mark and to facilitate the recognition and identification of cultural property under\u00a0enhanced protection<\/strong>, particularly during the conduct of hostilities.<\/p>\n

      It ensures the effectiveness of the provisions of the 1999 Second Protocol and, more particularly, the \u201cimmunity of cultural property under enhanced protection\u201d (Article 12 of the 1999 Second Protocol). This emblem will be installed on the cultural property which is inscribed on the International List of Cultural Property under Enhanced Protection.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

      Eligibility for Enhanced Protection<\/strong><\/p>\n

      Any cultural property as defined in\u00a0Article 1 of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict<\/a>\u00a0is eligible for enhanced protection, provided that it meets the three following conditions:<\/p>\n

        \n
      1. The cultural property must be of the\u00a0greatest importance for humanity<\/strong>;<\/li>\n
      2. The cultural property must beprotected by adequate domestic legal and administrative measures<\/strong>\u00a0recognizing its exceptional cultural and historic value and ensuring the highest level of protection;<\/li>\n
      3. The cultural property must\u00a0not be used for military purposes or to shield military sites<\/strong>.<\/li>\n<\/ol>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
