The strikes killed a Reuters journalist,\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2023\/12\/07\/israel-strikes-journalists-lebanon-apparently-deliberate\" target=\"_blank\" rel=\"noopener\">Issam Abdallah<\/a>, and injured six other media workers.<\/p>\n<p>\u201cThe United Nations Interim Force in Lebanon must not remain idly silent regarding a serious violation of international human law and the deliberate bombing and shooting carried out by the Israeli occupation army on more than one occasion against press crews, which led to martyrs and injuries.\u201d\u00a0said\u00a0Fadi Gerges, president of NHRC. \u00a0\u201cJournalists enjoy protection as civilians under international humanitarian law. Targeted attacks and killing of journalists are war crimes, and the United Nations must make a positive contribution to stopping violations of human rights law and international humanitarian law.\u201d<\/p>\n<p>The letter carried, in addition to the NHRC_CPT\u2019s signature, the letter was signed by Victims Carmen Joukhadar (Reporter, Al-Jazeera \u2013 Injured), Christina Assi (Videographer, Agence France Press \u2013 Critically Injured), Dylan Collins (Videographer, Agence France Press \u2013 Injured), Elie Brakhia (Videographer, Al-Jazeera \u2013 Critically Injured).<br \/>\nLocal, Regional, and International Organizations and Syndicates and Journalists\u2019 groups: Amnesty International, Arab NGO Network for Development, Committee to Protect Journalists, Euromed Rights, Helem, Human Rights Watch, Lebanese Center for Human Rights, Maharat Foundation, Media Association for Peace (MAP), MENA Rights Group, Reporters Without Borders (RSF), The Tahrir Institute for Middle East Policy, The Legal Agenda, Samir Kassir Foundation, Alternative Press Syndicate, Lebanon Syndicate of workers in Audiovisual in Lebanon.<\/p>\n<h4>Dear\u00a0Secretary-General Ant\u00f3nio Guterres,<\/h4>\n<h4>We, the undersigned victims, survivors, and local and international human rights and\u00a0<span class=\"onomasticon onomasticon-cursor-default\" tabindex=\"0\" title=\"civil society\" data-tooltip=\"Civil society usually refers to a broad array of nongovernmental organizations including: community and grassroots groups, advocacy organizations, religious-based groups, labor unions, and many others. Civil society typically does what the government or businesses cannot or won\u2019t do, such as providing direct services or advocating for changes in the laws and government practices.\" aria-label=\"Explain glossary term civil society\" data-once=\"enable_tooltips\">civil society<\/span>\u00a0organizations, welcome the United Nations Interim Force in Lebanon (UNIFIL) investigation into the October 13, 2023, Israeli attack on a group of journalists doing their job in south Lebanon, which killed Reuters videographer,\u00a0<a href=\"https:\/\/cpj.org\/data\/people\/issam-abdallah\/\" target=\"_blank\" rel=\"noopener noreferrer\">Issam Abdallah<\/a>, and wounded six other journalists from Reuters, Agence-France Presse (AFP), and Al Jazeera.<\/h4>\n<h4><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/israeli-tank-strike-killed-clearly-identifiable-reuters-reporter-un-report-2024-03-13\/\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters<\/a>\u00a0staff, who saw a copy of the seven-page report dated February 27, 2024, summarizing the investigation, reported that UNIFIL found that an Israeli tank killed Abdallah by firing two 120 mm rounds at a group of \u201cclearly identifiable journalists\u201d in violation of international law. The investigators\u00a0<a href=\"https:\/\/www.reuters.com\/world\/middle-east\/excerpts-un-report-into-attack-reporters-lebanon-2024-03-13\/\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a>\u00a0that UNIFIL personnel did not record any exchange of fire across the border between Israel and Lebanon for more than 40 minutes before the Israeli Merkava tank opened fire.<\/h4>\n<h4>The Reuters report suggests that the UNIFIL investigation corroborated the findings of investigations conducted by\u00a0<a href=\"https:\/\/rsf.org\/en\/rsf-video-investigation-death-reuters-reporter-issam-abdallah-lebanon-journalists-vehicle-was\" target=\"_blank\" rel=\"noopener noreferrer\">Reporters Without Borders<\/a>,\u00a0<a href=\"https:\/\/www.reuters.com\/graphics\/ISRAEL-LEBANON\/JOURNALIST\/akveabxrzvr\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">Reuters<\/a>,\u00a0<a href=\"https:\/\/www.afp.com\/en\/inside-afp\/journalists-killed-and-injured-lebanon-afps-investigation-points-israeli-army\" target=\"_blank\" rel=\"noopener noreferrer\">AFP<\/a>,\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/12\/lebanon-deadly-israeli-attack-on-journalists-must-be-investigated-as-a-war-crime\/\" target=\"_blank\" rel=\"noopener noreferrer\">Amnesty International<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.hrw.org\/video-photos\/video\/2023\/12\/07\/israel-strikes-journalists-lebanon-apparently-deliberate\">Human Rights Watch<\/a>. It will be an essential tool in seeking truth, accountability and redress for the victims and survivors.<\/h4>\n<h4>We therefore request that UNIFIL make its full investigation public in accordance with the UN\u2019s commitment to transparency. Since the UN does make findings related to internal investigations public, there is no shortage of precedents. If UNIFIL is currently unable to make the full report public, we ask you to make a public statement explaining why and providing a timeline for when publication will occur.
