{"id":4907,"date":"2026-02-10T11:37:48","date_gmt":"2026-02-10T09:37:48","guid":{"rendered":"https:\/\/nhrclb.org\/archives\/4907"},"modified":"2026-03-15T12:03:44","modified_gmt":"2026-03-15T10:03:44","slug":"%d9%85%d9%88%d8%a7%d8%b2%d9%86%d8%a9-%d8%a7%d9%84%d9%87%d9%8a%d8%a6%d8%a9-%d8%a7%d9%84%d9%88%d8%b7%d9%86%d9%8a%d8%a9-%d9%84%d8%ad%d9%82%d9%88%d9%82-%d8%a7%d9%84%d8%a5%d9%86%d8%b3%d8%a7%d9%86-%d8%a7-4","status":"publish","type":"post","link":"https:\/\/nhrclb.org\/en\/archives\/4907","title":{"rendered":"Budget of NHRC-CPT for the year 2026"},"content":{"rendered":"<p data-start=\"143\" data-end=\"263\">Pursuant to the Public Accounting Law (Decree No. 14969 issued on 30 December 1963), in particular Article 13 thereof.<\/p>\n<p data-start=\"265\" data-end=\"441\">Pursuant to Law No. 62 dated 27 October 2016 (Establishment of the National Human Rights Commission including the Committee for the Prevention of Torture) and its amendments.<\/p>\n<p data-start=\"443\" data-end=\"598\">Pursuant to Decree No. 3267 dated 19 June 2018 (Formation of the National Human Rights Commission including the Committee for the Prevention of Torture).<\/p>\n<p data-start=\"600\" data-end=\"716\">Pursuant to Decree No. 5147 dated 5 July 2019 (Formation of the National Committee for the Prevention of Torture).<\/p>\n<p data-start=\"718\" data-end=\"887\">Pursuant to Decree No. 1762 dated 7 November 2025 (Internal Regulations of the National Human Rights Commission including the Committee for the Prevention of Torture).<\/p>\n<p data-start=\"889\" data-end=\"1059\">Pursuant to Decree No. 1763 dated 7 November 2025 (Financial Regulations of the National Human Rights Commission including the Committee for the Prevention of Torture).<\/p>\n<p data-start=\"1061\" data-end=\"1510\">Pursuant to the decision of the Minister of Finance No. 518\/1 dated 1 September 2022 (amending Decisions No. 1\/169 dated 21 May 2020 and No. 1\/332 dated 11 August 2020, inserting the chapter related to the National Human Rights Commission including the Committee for the Prevention of Torture in the State Budget under the section of independent national bodies, with the function amended to become 1073: Protection and Promotion of Human Rights).<\/p>\n<p data-start=\"1512\" data-end=\"1605\">Pursuant to Law No. 40 dated 10 February 2026 (the General State Budget for the year 2026).<\/p>\n<p data-start=\"1607\" data-end=\"1825\"><a href=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026.jpg\" target=\"_blank\" rel=\"noopener\">The annual budget of the National Human Rights Commission including the Committee for the Prevention of Torture for the year 2026<\/a> was approved and published in the Official Gazette, Issue No. 7, dated 10 February 2026.<\/p>\n<p data-start=\"1827\" data-end=\"2075\">The budget of the National Human Rights Commission including the Committee for the Prevention of Torture appears within the section relating to independent national bodies under the chapter dedicated to the protection and promotion of human rights.<\/p>\n<p data-start=\"2077\" data-end=\"2464\">According to the budget tables, an allocation of <strong data-start=\"2126\" data-end=\"2160\">50,990,000,000 Lebanese pounds<\/strong> (fifty billion nine hundred ninety million Lebanese pounds) has been assigned to the Commission for the year 2026 under <strong data-start=\"2281\" data-end=\"2367\">Chapter 245, Function 1073 related to the protection and promotion of human rights<\/strong>. This allocation is distributed across two main items within transfers inside the public sector:<\/p>\n<ul data-start=\"2466\" data-end=\"2751\">\n<li data-section-id=\"y4uls8\" data-start=\"2466\" data-end=\"2609\">\n<p data-start=\"2468\" data-end=\"2609\"><strong data-start=\"2468\" data-end=\"2502\">36,900,000,000 Lebanese pounds<\/strong> (thirty-six billion nine hundred million Lebanese pounds) as a contribution to cover salaries and wages.<\/p>\n<\/li>\n<li data-section-id=\"3f3bvw\" data-start=\"2610\" data-end=\"2751\">\n<p data-start=\"2612\" data-end=\"2751\"><strong data-start=\"2612\" data-end=\"2646\">18,090,000,000 Lebanese pounds<\/strong> (eighteen billion ninety million Lebanese pounds) as a contribution to cover other current expenditures.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2753\" data-end=\"3102\">The comparison table with the 2025 budget shows that the allocation granted to the Commission in 2025 amounted to <strong data-start=\"2867\" data-end=\"2901\">33,515,000,000 Lebanese pounds<\/strong> (thirty-three billion five hundred fifteen million Lebanese pounds), reflecting an increase of <strong data-start=\"2997\" data-end=\"3031\">17,475,000,000 Lebanese pounds<\/strong> (seventeen billion four hundred seventy-five million Lebanese pounds).<\/p>\n<p data-start=\"3104\" data-end=\"3430\">These allocations fall within the functional classification related to the protection and promotion of human rights (<strong data-start=\"3221\" data-end=\"3233\">code 173<\/strong>) in the functional classification tables of the 2026 State Budget, which include programmes and institutions concerned with strengthening the system of rights and public freedoms within the State.<\/p>\n<p data-start=\"3432\" data-end=\"4084\">The inclusion of the Commission\u2019s budget in the State Budget Law comes within the framework of the Lebanese State\u2019s commitment to implementing <strong data-start=\"3575\" data-end=\"3594\">Law No. 62\/2016<\/strong>, which established the National Human Rights Commission including the Committee for the Prevention of Torture as an independent national institution entrusted with the mandate to protect and promote human rights, monitor places of detention, and prevent torture and ill-treatment, in accordance with relevant international standards, particularly the <strong data-start=\"3946\" data-end=\"4009\">Optional Protocol to the Convention against Torture (OPCAT)<\/strong> and the <strong data-start=\"4018\" data-end=\"4083\">Paris Principles governing national human rights institutions<\/strong>.<\/p>\n<p data-start=\"4086\" data-end=\"4418\">Ensuring adequate financial resources for the Commission is of particular importance in guaranteeing its ability to perform its legal mandate, particularly with regard to conducting visits to places of detention, receiving complaints, preparing national and international reports, and promoting a culture of human rights in Lebanon.<\/p>\n<p data-start=\"4420\" data-end=\"4815\">Allocating financial resources to the Commission in the State Budget constitutes an essential step toward strengthening its institutional independence and enabling it to effectively exercise its monitoring and preventive mandate, thereby contributing to supporting the justice system, strengthening the protection of human dignity, and consolidating the principles of the rule of law in Lebanon.<\/p>\n<p data-start=\"4420\" data-end=\"4815\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-4902\" src=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026.jpg\" alt=\"\" width=\"1700\" height=\"2200\" srcset=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026.jpg 1700w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-232x300.jpg 232w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-791x1024.jpg 791w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-768x994.jpg 768w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-1187x1536.jpg 1187w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-1583x2048.jpg 1583w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-150x194.jpg 150w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-300x388.jpg 300w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-696x901.jpg 696w, https:\/\/nhrclb.org\/wp-content\/uploads\/2026\/03\/NHRC-CPT-Budget-2026-1068x1382.jpg 1068w\" sizes=\"auto, (max-width: 1700px) 100vw, 1700px\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pursuant to the Public Accounting Law (Decree No. 14969 issued on 30 December 1963), in particular Article 13 thereof.
