Built in 1963 and inaugurated in 1971, Roumieh was designed as a modern prison at a time when Lebanon\u2019s penal system was expanding. More than five decades later, however, the prison has become a stark symbol of the country\u2019s justice system under strain, reflecting deeper social, economic, and institutional crises.<\/p>\n<h3 data-section-id=\"hq6vjy\" data-start=\"596\" data-end=\"630\">A Prison Built for Another Era<\/h3>\n<p data-start=\"632\" data-end=\"1019\">Roumieh was originally intended to hold about <strong data-start=\"678\" data-end=\"697\">1,300 detainees<\/strong>, but today it houses several times that number. Government estimates place the official capacity at around <strong data-start=\"805\" data-end=\"824\">3,000 detainees<\/strong>, yet the population has reached approximately <strong data-start=\"871\" data-end=\"890\">4,200 prisoners<\/strong>, pushing the facility far beyond what international standards would consider acceptable.<\/p>\n<p data-start=\"632\" data-end=\"1019\">By the standards recommended by the International Committee of the Red Cross, which propose <strong data-start=\"1113\" data-end=\"1163\">3.4 square meters of living space per detainee<\/strong>, Roumieh\u2019s actual capacity would be closer to <strong data-start=\"1210\" data-end=\"1227\">1,050 inmates<\/strong>. The discrepancy highlights the depth of the overcrowding crisis that defines daily life behind its walls.<\/p>\n<p data-start=\"1376\" data-end=\"1526\">Roumieh is not simply a single building. The complex is divided into <strong data-start=\"1445\" data-end=\"1465\">five main blocks<\/strong>, each designed to house different categories of prisoners.<\/p>\n<p class=\"p1\">Block A (Maison Centrale): this block was not intended to house prisoners. However, due to over-<\/p>\n<p class=\"p1\">crowding, it is currently being used to hold detainees, both pre-trial and sentenced.<\/p>\n<p class=\"p1\">Block B: this block holds detainees in pretrial or sentenced for crimes related to religious radical-<\/p>\n<p class=\"p1\">ism. It is divided into 3 floors with 57 cells on each floor (divided into 3 aisles) with a total of 171 cells<\/p>\n<p class=\"p1\">in the block.<\/p>\n<p class=\"p1\">Block C: this block is divided into 3 floors with around 50 to 57 cells on each floor (divided into 3<\/p>\n<p class=\"p1\">aisles) with a total of 171 cells in the block. It holds detainees, both pre-trial and sentenced.<\/p>\n<p class=\"p1\">Block D: Blue building: it is divided into 3 floors with around 50 to 57 cells on each floor (divided into<\/p>\n<p class=\"p1\">3 aisles) with a total of 171 cells in the block. It hosts inmates with mental disorders and those with<\/p>\n<p class=\"p1\">HIV-positive status.<\/p>\n<p class=\"p1\">Juveniles Section: it consists of 2 floors that are separated from the rest of complex. It houses<\/p>\n<p class=\"p1\">male juvenile detainees.<\/p>\n<p data-start=\"2064\" data-end=\"2218\">Although the blocks were meant to separate prisoners according to legal status or vulnerability, overcrowding has often made such distinctions impossible.<\/p>\n<h3 data-section-id=\"1jq9hf\" data-start=\"2220\" data-end=\"2245\">Waiting Without Trial<\/h3>\n<p data-start=\"2247\" data-end=\"2538\">One of the most striking realities inside Roumieh is that <strong data-start=\"2305\" data-end=\"2362\">many detainees have not yet been convicted of a crime<\/strong>. Across Lebanon\u2019s prison system, the majority of inmates are awaiting trial, a result of slow judicial procedures, lengthy investigations, and systemic delays in the courts.<\/p>\n<p data-start=\"2540\" data-end=\"2754\">As a result, Roumieh has become a place where individuals can spend <strong data-start=\"2608\" data-end=\"2661\">months or even years awaiting their first hearing<\/strong>, blurring the line between detention and punishment.<\/p>\n<h3 data-section-id=\"1fy9wns\" data-start=\"2756\" data-end=\"2792\">Living Conditions Under Pressure<\/h3>\n<p data-start=\"2794\" data-end=\"3149\">Overcrowding shapes nearly every aspect of life in Roumieh. Cells built for far fewer occupants often contain <strong data-start=\"2904\" data-end=\"2935\">more than a dozen detainees<\/strong>, while larger dormitories may house <strong data-start=\"2972\" data-end=\"3002\">over one hundred prisoners<\/strong>. Beds, blankets, and pillows are scarce, forcing many inmates to sleep on thin mats or improvised bedding.<\/p>\n<p data-start=\"3151\" data-end=\"3353\">Ventilation is poor, humidity is high, and heating or cooling systems are limited. These conditions have contributed to respiratory illnesses, skin infections, and other health problems among detainees.<\/p>\n<p data-start=\"3355\" data-end=\"3763\">Hygiene conditions are equally challenging. The prison struggles with shortages of <strong data-start=\"3438\" data-end=\"3514\">soap, detergents, cleaning products, and other basic sanitation supplies<\/strong>. Toilets and shower facilities are often insufficient for the number of inmates using them, and infrastructure maintenance has become increasingly difficult as Lebanon\u2019s economic crisis limits public funding.<\/p>\n<h3 data-section-id=\"lr4fhs\" data-start=\"3765\" data-end=\"3804\">Food, Water, and the Cost of Crisis<\/h3>\n<p data-start=\"3806\" data-end=\"3986\">Lebanon\u2019s financial collapse has also reached Roumieh\u2019s kitchen. The prison administration has struggled to maintain adequate food supplies as prices for basic goods have surged.<\/p>\n<p data-start=\"3988\" data-end=\"4225\">Meals are often <strong data-start=\"4004\" data-end=\"4029\">simple and repetitive<\/strong>, and the quantity of meat served has been reduced. Fresh produce and dairy products are rarely available, and prisoners sometimes share fruit between them.<\/p>\n<p data-start=\"4227\" data-end=\"4395\">Clean drinking water presents another challenge. Water filtration systems require maintenance, and detainees often lack the financial means to purchase bottled water.<\/p>\n<p data-start=\"4397\" data-end=\"4497\">The result is a daily struggle for basic necessities inside a system already under immense pressure.<\/p>\n<h3 data-section-id=\"yql7ro\" data-start=\"4499\" data-end=\"4526\">Healthcare Under Strain<\/h3>\n<p data-start=\"4528\" data-end=\"4882\">Healthcare services in Roumieh are limited compared with the scale of the prison population. There is a shortage of <strong data-start=\"4644\" data-end=\"4694\">doctors, nurses, and specialized medical staff<\/strong>, including psychiatrists and dentists. Prisoners requiring specialized treatment often face administrative delays before they can see a specialist.<\/p>\n<p data-start=\"4884\" data-end=\"5125\">Some detainees must rely on medications provided by NGOs or by their families. Hospital transfers for serious conditions such as cancer, dialysis, or major surgery can also be difficult due to financial constraints and logistical challenges.<\/p>\n<p data-start=\"5127\" data-end=\"5344\">Despite these obstacles, recent efforts have integrated Roumieh\u2019s medical center into Lebanon\u2019s <strong data-start=\"5223\" data-end=\"5260\">Primary Healthcare Center network<\/strong>, a step that may help improve access to certain treatments and chronic medications.<\/p>\n<h3 data-section-id=\"1iw7gyf\" data-start=\"5346\" data-end=\"5394\">Rehabilitation and the Role of Civil Society<\/h3>\n<p data-start=\"5396\" data-end=\"5576\">In theory, prisons are meant to rehabilitate as well as detain. In practice, overcrowding and limited resources have made rehabilitation programs in Roumieh difficult to sustain.<\/p>\n<p data-start=\"5578\" data-end=\"5911\">Education, vocational training, psychosocial support, and recreational activities are often organized by <strong data-start=\"5683\" data-end=\"5714\">civil society organizations<\/strong>, which attempt to fill the gaps left by state institutions. These initiatives include computer courses, vocational workshops, and group counseling sessions.<\/p>\n<p data-start=\"5913\" data-end=\"6009\">Yet the scale of these programs remains small compared with the needs of thousands of detainees.<\/p>\n<h3 data-section-id=\"rplzre\" data-start=\"6011\" data-end=\"6037\">A System in Transition<\/h3>\n<p data-start=\"6039\" data-end=\"6289\">Roumieh prison is administered by the <strong data-start=\"6077\" data-end=\"6136\">Internal Security Forces under the Ministry of Interior<\/strong>, even though legal reforms have long envisioned transferring prison administration to the Ministry of Justice.<\/p>\n<p data-start=\"6291\" data-end=\"6510\">Prison officers, typically trained as police personnel rather than specialized correctional staff, face demanding conditions themselves.
