The National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture, welcomes the adoption by the United Nations General Assembly<\/span><\/span> of Resolution 80\/214 in December 2025<\/a>, a landmark resolution that reaffirms the vital role of National Human Rights Institutions in the promotion and protection of human rights and in the achievement of the 2030 Agenda for Sustainable Development.<\/p>\n

The resolution marks a significant political and normative milestone, recognizing National Human Rights Institutions as key national actors in bridging international human rights commitments with domestic implementation, accountability, and inclusive development.<\/p>\n

A central focus of Resolution 80\/214 is the promotion and protection of the rights of persons with disabilities, coinciding with the twentieth anniversary of the Convention on the Rights of Persons with Disabilities<\/span><\/span>. The resolution explicitly welcomes the work of National Human Rights Institutions in advancing disability rights and strongly encourages States to designate NHRIs as independent monitoring mechanisms under the CRPD, in line with international standards.<\/p>\n

The resolution further calls on States to establish and strengthen National Human Rights Institutions that are fully compliant with the Paris Principles, and to give due consideration to accreditation recommendations, reinforcing the importance of independence, pluralism, adequate resources, and a broad protection mandate.<\/p>\n

Importantly, the General Assembly reaffirms that National Human Rights Institutions must be protected from reprisals, intimidation, and any form of undue interference. It urges States to promptly investigate alleged acts of reprisals and ensure effective remedies and protection for victims, underlining that the safety and independence of NHRIs are essential to their credibility and effectiveness.<\/p>\n

Resolution 80\/214 also welcomes opportunities for National Human Rights Institutions to contribute independently to the work of United Nations human rights bodies and mechanisms, and calls for their meaningful participation across all relevant UN processes, including treaty bodies, special procedures, and the Human Rights Council.<\/p>\n

In addition, the resolution recognizes the crucial role of the United Nations human rights system in supporting the development and effective functioning of independent National Human Rights Institutions, in close cooperation with the Global Alliance of National Human Rights Institutions<\/span><\/span>. It also commends the strengthening of regional cooperation among NHRIs in Africa, the Americas, Asia-Pacific, and Europe, highlighting the value of peer exchange and solidarity.<\/p>\n

\u00a0The National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture, considers this resolution a strong affirmation of the international community\u2019s commitment to independent national human rights systems. It reiterates its readiness to continue contributing, within its legal mandate, to the protection of human rights, the monitoring of State obligations, and the advancement of dignity, equality, and inclusion for all, including persons with disabilities.<\/p>\n
