{"id":3689,"date":"2025-11-23T11:57:54","date_gmt":"2025-11-23T11:57:54","guid":{"rendered":"https:\/\/nhrclb.org\/?p=3689"},"modified":"2026-09-28T09:57:25","modified_gmt":"2026-09-28T06:57:25","slug":"publication-of-the-internal-bylaw-and-financial-bylaw-of-the-national-human-rights-commission-in-the-official-gazette","status":"publish","type":"post","link":"https:\/\/nhrclb.org\/en\/archives\/3689","title":{"rendered":"Publication of the National Human Rights Commission\u2019s Internal Bylaws and Financial Regulations in the Official Gazette"},"content":{"rendered":"<p>The <strong>National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT),<\/strong> announces the publication of its <strong>Internal Bylaws<\/strong> and <strong>Financial Regulations<\/strong> in Issue No. 49 of the <strong>Official Gazette<\/strong>, dated 20 November 2025, <a href=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2025\/11\/Decrees-Nos.-1762-and-1763-NHRC-CPT-Internal-and-Financial-Bylaws.pdf\" target=\"_blank\" rel=\"noopener\">pursuant to Decrees No. <strong>1726<\/strong> (Internal Bylaws) and <strong>1727<\/strong> (Financial Regulations).<\/a><\/p>\n<p>The publication of these regulations marks a significant step in enabling the Commission to carry out its mandate to protect human rights, develop procedures for receiving complaints and conducting visits, and apply international standards on the prevention of torture and other cruel, inhuman or degrading treatment or punishment.<\/p>\n<p>The adoption of the two regulations is consistent with Law No. 62\/2016, which established the Commission, and with Lebanon\u2019s international obligations, particularly under the Optional Protocol to the Convention against Torture (OPCAT).
