The meeting took place as part of the EU delegation\u2019s visit to Lebanon from 19 to 21 November 2025 to engage with national institutions on pressing human rights priorities.<\/p>\n<p data-start=\"779\" data-end=\"879\">The NHRC-CPT delegation was led by <strong data-start=\"814\" data-end=\"833\">Dr. Fadi Gerges<\/strong>, President of the Commission, and included:<\/p>\n<ul data-start=\"880\" data-end=\"1102\">\n<li data-start=\"880\" data-end=\"954\">\n<p data-start=\"882\" data-end=\"954\"><strong data-start=\"882\" data-end=\"901\">Mr. Ali Youssef<\/strong>, Treasurer and Commissioner for Complaint Handling<\/p>\n<\/li>\n<li data-start=\"955\" data-end=\"1031\">\n<p data-start=\"957\" data-end=\"1031\"><strong data-start=\"957\" data-end=\"974\">Ms. Rida Azar<\/strong>, Member of the Committee for the Prevention of Torture<\/p>\n<\/li>\n<li data-start=\"1032\" data-end=\"1102\">\n<p data-start=\"1034\" data-end=\"1102\"><strong data-start=\"1034\" data-end=\"1058\">Mr. Bassam Al Kantar<\/strong>, Commissioner for International Relations<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1104\" data-end=\"1456\">The discussions focused on the current human rights situation in Lebanon, institutional challenges, and opportunities for deeper cooperation between the EU and Lebanon\u2019s National Human Rights Institution, particularly in areas related to detention monitoring, combating torture, strengthening accountability mechanisms, and enhancing access to justice.<\/p>\n<p data-start=\"1458\" data-end=\"1576\">During the meeting, the NHRC-CPT presented key findings and recommendations from its recent publications, including:<\/p>\n<ul data-start=\"1577\" data-end=\"2059\">\n<li data-start=\"1577\" data-end=\"1659\">\n<p data-start=\"1579\" data-end=\"1659\">The <strong data-start=\"1583\" data-end=\"1645\">NHRC-CPT Submission to the Universal Periodic Review (UPR)<\/strong> for Lebanon<\/p>\n<\/li>\n<li data-start=\"1660\" data-end=\"1785\">\n<p data-start=\"1662\" data-end=\"1785\">The <strong data-start=\"1666\" data-end=\"1783\">Report on Challenges to the Rule of Law and Respect for Human Rights during the Israeli War on Lebanon (May 2025)<\/strong><\/p>\n<\/li>\n<li data-start=\"1786\" data-end=\"1829\">\n<p data-start=\"1788\" data-end=\"1829\">The <strong data-start=\"1792\" data-end=\"1827\">NHRC-CPT Annual Report for 2024<\/strong><\/p>\n<\/li>\n<li data-start=\"1830\" data-end=\"1930\">\n<p data-start=\"1832\" data-end=\"1930\">The <strong data-start=\"1836\" data-end=\"1928\">Monitoring Report on Detention Conditions in Lebanon: \u201cDeprivation of Everything\u201d (2024)<\/strong><\/p>\n<\/li>\n<li data-start=\"1931\" data-end=\"2059\">\n<p data-start=\"1933\" data-end=\"2059\">The <strong data-start=\"1937\" data-end=\"2057\">Statement on the Visit of the UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions (October 2025)<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2061\" data-end=\"2387\">These documents highlight critical concerns regarding deteriorating socio-economic conditions, widespread violations in places of detention, obstacles to effective investigations into unlawful killings and torture, and the urgent need for structural reforms to protect fundamental freedoms and the rights of vulnerable groups.<\/p>\n<p data-start=\"2389\" data-end=\"2839\">The NHRC-CPT emphasized the importance of sustained international cooperation to support Lebanon in meeting its human rights obligations, strengthening national oversight mechanisms, and safeguarding civic space. The Commission reaffirmed its commitment to its mandate under Law 62\/2016 and the Optional Protocol to the Convention against Torture (OPCAT), and expressed readiness to deepen collaboration with the EU on shared human rights priorities.<\/p>\n<p data-start=\"2841\" data-end=\"3310\">In addition to the meeting, Dr. Fadi Gerges participated in a dinner held at the residence of H.E. Frank Mollen, Ambassador of the Kingdom of the Netherlands to Lebanon, in honor of Ms Ollongren.
