The initiative falls under the <em data-start=\"674\" data-end=\"694\">\u201cSeeds of Lebanon\u201d<\/em> project, funded by the <strong data-start=\"718\" data-end=\"771\">Italian Agency for Development Cooperation (AICS)<\/strong>.<\/p>\n<p data-start=\"776\" data-end=\"862\">According to El-Baayni, the debate revealed a clear division between two approaches:<\/p>\n<ul data-start=\"863\" data-end=\"1111\">\n<li data-start=\"863\" data-end=\"973\">\n<p data-start=\"865\" data-end=\"973\">an <strong data-start=\"868\" data-end=\"907\">economic and commercial perspective<\/strong> advocating for market regulation and investment protection, and<\/p>\n<\/li>\n<li data-start=\"974\" data-end=\"1111\">\n<p data-start=\"976\" data-end=\"1111\">a <strong data-start=\"978\" data-end=\"1024\">human-rights and environmental perspective<\/strong> warning that the draft law could undermine <strong data-start=\"1068\" data-end=\"1108\">food sovereignty and farmers\u2019 rights<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1113\" data-end=\"1570\">A particularly significant contribution came from the <strong data-start=\"1167\" data-end=\"1259\">National Human Rights Commission (including the Committee for the Prevention of Torture)<\/strong>. Commissioner <strong data-start=\"1274\" data-end=\"1294\">Bassam Al-Kantar<\/strong> emphasized that the draft law approaches the issue from a narrow, technical, and commercial standpoint, overlooking the <strong data-start=\"1415\" data-end=\"1469\">human-rights, social, and environmental dimensions<\/strong> linked to the <strong data-start=\"1484\" data-end=\"1567\">right to food, farmers\u2019 rights, and the protection of agricultural biodiversity<\/strong>.<\/p>\n<p data-start=\"1572\" data-end=\"1600\">The Commission called for:<\/p>\n<ul data-start=\"1601\" data-end=\"2023\">\n<li data-start=\"1601\" data-end=\"1709\">\n<p data-start=\"1603\" data-end=\"1709\"><strong data-start=\"1603\" data-end=\"1672\">Recognition of the national system of local and traditional seeds<\/strong> and the farmers who preserve them;<\/p>\n<\/li>\n<li data-start=\"1710\" data-end=\"1849\">\n<p data-start=\"1712\" data-end=\"1849\"><strong data-start=\"1712\" data-end=\"1785\">Inclusion of provisions protecting genetic and agricultural diversity<\/strong> through participatory mechanisms involving farmers and women;<\/p>\n<\/li>\n<li data-start=\"1850\" data-end=\"1942\">\n<p data-start=\"1852\" data-end=\"1942\"><strong data-start=\"1852\" data-end=\"1935\">Alignment of the law with the UN Declaration on the Rights of Peasants (UNDROP)<\/strong>; and<\/p>\n<\/li>\n<li data-start=\"1943\" data-end=\"2023\">\n<p data-start=\"1945\" data-end=\"2023\"><strong data-start=\"1945\" data-end=\"2021\">Respect for social justice, equality, and non-discrimination principles.<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2025\" data-end=\"2338\">The <em data-start=\"2029\" data-end=\"2043\">Legal Agenda<\/em> noted that agricultural and ecological experts, along with the Lebanese Agro-ecology Coalition, expressed similar concerns.
