Article 2 (1) of the Covenant obligates each State party \u201cto take<br \/>\nsteps &#8230; with a view to achieving progressively the full realization of the<br \/>\n[Covenant] rights &#8230; by all appropriate means\u201d. The Committee notes that<br \/>\none such means, through which important steps can be taken, is the work of<br \/>\nnational institutions for the promotion and protection of human rights. In<br \/>\nrecent years there has been a proliferation of these institutions and the<br \/>\ntrend has been strongly encouraged by the General Assembly and the Commission<br \/>\non Human Rights. The Office of the High Commissioner for Human Rights has<br \/>\nestablished a major programme to assist and encourage States in relation to<br \/>\nnational institutions.<br \/>\n2. These institutions range from national human rights commissions through<br \/>\nOmbudsman offices, public interest or other human rights \u201cadvocates\u201d, to<br \/>\ndefenseurs du peuple and defensores del pueblo. In many cases, the<br \/>\ninstitution has been established by the Government, enjoys an important degree<br \/>\nof autonomy from the executive and the legislature, takes full account of<br \/>\ninternational human rights standards which are applicable to the country<br \/>\nconcerned, and is mandated to perform various activities designed to promote<br \/>\nand protect human rights. Such institutions have been established in States<br \/>\nwith widely differing legal cultures and regardless of their economic<br \/>\nsituation.<br \/>\n3. The Committee notes that national institutions have a potentially<br \/>\ncrucial role to play in promoting and ensuring the indivisibility and<br \/>\ninterdependence of all human rights. Unfortunately, this role has too often<br \/>\neither not been accorded to the institution or has been neglected or given a<br \/>\nlow priority by it. It is therefore essential that full attention be given to<br \/>\neconomic, social and cultural rights in all of the relevant activities of<br \/>\nthese institutions. The following list is indicative of the types of<br \/>\nactivities that can be, and in some instances already have been, undertaken<br \/>\nby national institutions in relation to these rights:<br \/>\n(a) The promotion of educational and information programmes designed<br \/>\nto enhance awareness and understanding of economic, social and cultural<br \/>\nrights, both within the population at large and among particular groups such<br \/>\nas the public service, the judiciary, the private sector and the labour<br \/>\nmovement;<br \/>\n(b) The scrutinizing of existing laws and administrative acts, as well<br \/>\nas draft bills and other proposals, to ensure that they are consistent with<br \/>\nthe requirements of the International Covenant on Economic, Social and<br \/>\nCultural Rights;<br \/>\n(c) Providing technical advice, or undertaking surveys in relation to<br \/>\neconomic, social and cultural rights, including at the request of the public<br \/>\nauthorities or other appropriate agencies;<br \/>\n(d) The identification of national-level benchmarks against which the<br \/>\nrealization of Covenant obligations can be measured;<br \/>\n(e) Conducting research and inquiries designed to ascertain the extent<br \/>\nto which particular economic, social and cultural rights are being realized,<br \/>\neither within the State as a whole or in areas or in relation to communities<br \/>\nof particular vulnerability;<br \/>\n(f) Monitoring compliance with specific rights recognized under the<br \/>\nCovenant and providing reports thereon to the public authorities and civil<br \/>\nsociety; and<br \/>\n(g) Examining complaints alleging infringements of applicable<br \/>\neconomic, social and cultural rights standards within the State.<br \/>\n4.
