He underlined that sovereignty, the prohibition of the use of force, and the protection of civilians are non-negotiable obligations.<\/p>\n<p data-start=\"1342\" data-end=\"1361\">Dr. Gerges added:<\/p>\n<blockquote data-start=\"1362\" data-end=\"1879\">\n<p data-start=\"1364\" data-end=\"1879\"><em data-start=\"1364\" data-end=\"1877\">\u201cOur meeting today is not merely a platform for exchanging words or formalities. It is a direct appeal to human conscience and a reminder that the rights of peoples and states are not up for aggression. International legitimacy and the rule of law are not optional; they are a binding duty on all states, large and small. The aggression against Qatar is a violation of these principles and a threat to international peace and security. To International Courts<\/h3>\n<ul data-start=\"3470\" data-end=\"3751\">\n<li data-start=\"3470\" data-end=\"3584\">\n<p data-start=\"3472\" data-end=\"3584\">Refer the case to the <strong data-start=\"3494\" data-end=\"3532\">International Criminal Court (ICC)<\/strong> and the <strong data-start=\"3541\" data-end=\"3581\">International Court of Justice (ICJ)<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3585\" data-end=\"3674\">\n<p data-start=\"3587\" data-end=\"3674\">Investigate <strong data-start=\"3599\" data-end=\"3641\">war crimes and crimes against humanity<\/strong> resulting from the aggression.<\/p>\n<\/li>\n<li data-start=\"3675\" data-end=\"3751\">\n<p data-start=\"3677\" data-end=\"3751\">Ensure that <strong data-start=\"3689\" data-end=\"3718\">impunity is not tolerated<\/strong> and perpetrators face justice.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3753\" data-end=\"3798\">6. To the General Secretariat of ANNHRI<\/h3>\n<ul data-start=\"3799\" data-end=\"4068\">\n<li data-start=\"3799\" data-end=\"3886\">\n<p data-start=\"3801\" data-end=\"3886\">Issue <strong data-start=\"3807\" data-end=\"3830\">periodic statements<\/strong> documenting the aggression and associated violations.<\/p>\n<\/li>\n<li data-start=\"3887\" data-end=\"3972\">\n<p data-start=\"3889\" data-end=\"3972\">Coordinate <strong data-start=\"3900\" data-end=\"3916\">joint action<\/strong> among member NHRIs to ensure a unified Arab response.<\/p>\n<\/li>\n<li data-start=\"3973\" data-end=\"4068\">\n<p data-start=\"3975\" data-end=\"4068\">Strengthen cooperation with the <strong data-start=\"4007\" data-end=\"4032\">League of Arab States<\/strong> and regional human rights bodies.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"4070\" data-end=\"4073\" \/>\n<h2 data-start=\"4075\" data-end=\"4090\">Conclusion<\/h2>\n<p data-start=\"4091\" data-end=\"4462\">Participants affirmed that the aggression against Qatar is <strong data-start=\"4150\" data-end=\"4177\">not only a Qatari issue<\/strong>, but a broader <strong data-start=\"4193\" data-end=\"4233\">Arab, human, and international cause<\/strong>. It directly threatens regional and international peace and security.
