Want to Hear from You: Children\u2019s Voices at the Heart of Child Rights Protections"},"content":{"rendered":"<p data-start=\"356\" data-end=\"724\">The <strong data-start=\"360\" data-end=\"428\">Grievance Committee for Child Victims of Child Rights Violations<\/strong>\u2014established under <strong data-start=\"447\" data-end=\"461\">Article 18<\/strong> of the Rules of Procedure of the <strong data-start=\"495\" data-end=\"596\">National Human Rights Commission including the Committee for the Prevention of Torture (NHRC-CPT)<\/strong>\u2014announces its role as <strong data-start=\"619\" data-end=\"656\">the national complaints mechanism<\/strong> dedicated to addressing violations of children&#8217;s rights in Lebanon.<\/p>\n<p data-start=\"726\" data-end=\"1004\">The Committee operates based on the principle of <strong data-start=\"775\" data-end=\"810\">the best interests of the child<\/strong>, and ensures that children&#8217;s views are respected and given appropriate weight according to their age and maturity, in line with the <strong data-start=\"943\" data-end=\"1003\">Convention on the Rights of the Child (Law No. 260\/1990)<\/strong>.<\/p>\n<h3 data-start=\"1011\" data-end=\"1148\"><strong data-start=\"1015\" data-end=\"1148\">Call for Contributions: Children\u2019s Participation in Drafting a New Optional Protocol to the Convention on the Rights of the Child<\/strong><\/h3>\n<p data-start=\"1150\" data-end=\"1490\">The <strong data-start=\"1154\" data-end=\"1222\">Grievance Committee for Child Victims of Child Rights Violations<\/strong>, operating within the NHRC, is proud to support the global initiative of the <strong data-start=\"1300\" data-end=\"1346\">Open-ended Intergovernmental Working Group<\/strong> to draft a <strong data-start=\"1358\" data-end=\"1428\">new Optional Protocol to the Convention on the Rights of the Child<\/strong>, focusing on <strong data-start=\"1442\" data-end=\"1489\">access to justice and remedies for children<\/strong>.<\/p>\n<p data-start=\"1492\" data-end=\"1756\">We invite <strong data-start=\"1502\" data-end=\"1529\">children across Lebanon<\/strong> to participate in this international initiative by sharing their <strong data-start=\"1595\" data-end=\"1640\">opinions, ideas, and personal experiences<\/strong> on how to improve access to justice and ensure their rights are protected in ways that are tailored to their needs.<\/p>\n<p data-start=\"1758\" data-end=\"2048\">The NHRC <a href=\"https:\/\/nhrclb.org\/en\/archives\/2815\">has already submitted its official contribution to the Office of the United Nations High Commissioner for Human Rights on <strong data-start=\"1889\" data-end=\"1906\">April 1, 2025<\/strong><\/a>, in response to the call for inputs from the Open-ended Intergovernmental Working Group exploring the possibility of a new Optional Protocol.<\/p>\n<h3 data-start=\"2055\" data-end=\"2092\"><strong data-start=\"2059\" data-end=\"2092\">How Can Children Participate?<\/strong><\/h3>\n<ul data-start=\"2093\" data-end=\"2286\">\n<li data-start=\"2093\" data-end=\"2178\">\n<p data-start=\"2095\" data-end=\"2178\">By <strong data-start=\"2098\" data-end=\"2138\">submitting their views and proposals<\/strong> using the attached <a href=\"https:\/\/nhrclb.org\/wp-content\/uploads\/2025\/06\/annex-reporting-form-en.docx\" target=\"_blank\" rel=\"noopener\"><strong data-start=\"2158\" data-end=\"2177\">report Humanitarian Law Committee<\/p>\n<\/li>\n<li data-start=\"3892\" data-end=\"3964\">\n<p data-start=\"3894\" data-end=\"3964\"><strong data-start=\"3894\" data-end=\"3962\">Grievance Committee for Child Victims of Child Rights Violations<\/strong><\/p>\n<\/li>\n<li data-start=\"3965\" data-end=\"4040\">\n<p data-start=\"3967\" data-end=\"4040\">Committee for the Protection of the Rights of Persons with Disabilities<\/p>\n<\/li>\n<li data-start=\"4041\" data-end=\"4080\">\n<p data-start=\"4043\" data-end=\"4080\">Committee to Combat Human Trafficking<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4082\" data-end=\"4399\">The <strong data-start=\"4086\" data-end=\"4154\">Grievance Committee for Child Victims of Child Rights Violations<\/strong> serves as the <strong data-start=\"4169\" data-end=\"4201\">national complaint mechanism<\/strong> for children who are victims of child rights violations. It is guided by the <strong data-start=\"4279\" data-end=\"4310\">best interests of the child<\/strong> and ensures respect for children&#8217;s rights and views according to their age and maturity.<\/p>\n<p data-start=\"4401\" data-end=\"4449\">Its core tasks include (but are not limited to):<\/p>\n<p data-start=\"4451\" data-end=\"4632\"><strong data-start=\"4451\" data-end=\"4457\">A.<\/strong> Receiving complaints submitted by children directly, their guardians, or others, while ensuring no harm is caused by intermediaries acting against the child\u2019s best interests.<\/p>\n<p data-start=\"4634\" data-end=\"4712\"><strong data-start=\"4634\" data-end=\"4640\">B.<\/strong> Investigating, reviewing, and resolving complaints without undue delay.<\/p>\n<p data-start=\"4714\" data-end=\"4825\"><strong data-start=\"4714\" data-end=\"4720\">C.<\/strong> Holding hearings and inviting relevant parties, witnesses, experts, or anyone else who could be helpful.<\/p>\n<p data-start=\"4827\" data-end=\"4902\"><strong data-start=\"4827\" data-end=\"4833\">D.<\/strong> Proactively addressing any detected violations of children&#8217;s rights.<\/p>\n<p data-start=\"4904\" data-end=\"5044\"><strong data-start=\"4904\" data-end=\"4910\">E.<\/strong> Requesting, through the NHRC Board, urgent protective measures from judicial authorities when necessary to prevent harm to the child.<\/p>\n<p data-start=\"5046\" data-end=\"5188\"><strong data-start=\"5046\" data-end=\"5052\">F.<\/strong> If a violation is confirmed, recommending that the NHRC Board refer the case to judicial authorities, ensuring follow-up at all stages.<\/p>\n<p data-start=\"5190\" data-end=\"5309\"><strong data-start=\"5190\" data-end=\"5196\">G.<\/strong> Promoting and monitoring implementation of the Convention on the Rights of the Child and its Optional Protocols.<\/p>\n<p data-start=\"5311\" data-end=\"5416\"><strong data-start=\"5311\" data-end=\"5317\">H.<\/strong> Coordinating with all child rights stakeholders, while safeguarding the Commission\u2019s independence.<\/p>\n<h3 data-start=\"5423\" data-end=\"5503\"><strong data-start=\"5427\" data-end=\"5503\">Early Childhood Education, Free Pre-Primary and Free Secondary Education<\/strong><\/h3>\n<p data-start=\"5505\" data-end=\"5676\">In <strong data-start=\"5508\" data-end=\"5526\">September 2025<\/strong>, representatives of governments, child-led and child-focused organizations, and children themselves will meet in <strong data-start=\"5640\" data-end=\"5663\">Geneva, Switzerland<\/strong>, to discuss:<\/p>\n<ul data-start=\"5677\" data-end=\"5772\">\n<li data-start=\"5677\" data-end=\"5708\">\n<p data-start=\"5679\" data-end=\"5708\"><strong data-start=\"5679\" data-end=\"5708\">Early childhood education<\/strong><\/p>\n<\/li>\n<li data-start=\"5709\" data-end=\"5741\">\n<p data-start=\"5711\" data-end=\"5741\"><strong data-start=\"5711\" data-end=\"5741\">Free pre-primary education<\/strong><\/p>\n<\/li>\n<li data-start=\"5742\" data-end=\"5772\">\n<p data-start=\"5744\" data-end=\"5772\"><strong data-start=\"5744\" data-end=\"5772\">Free secondary education<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"5774\" data-end=\"5925\">We are working to ensure that <strong data-start=\"5804\" data-end=\"5824\">children\u2019s views<\/strong> are included in these discussions. What is the impact?<\/p>\n<\/li>\n<li data-start=\"6146\" data-end=\"6258\">\n<p data-start=\"6148\" data-end=\"6258\">Do some children face <strong data-start=\"6170\" data-end=\"6192\">greater challenges<\/strong> than others in accessing public pre-primary or secondary schools?<\/p>\n<\/li>\n<li data-start=\"6259\" data-end=\"6384\">\n<p data-start=\"6261\" data-end=\"6384\">What should governments do to ensure <strong data-start=\"6298\" data-end=\"6347\">all children can access free public education<\/strong> at pre-primary and secondary levels?<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"6391\" data-end=\"6437\"><strong data-start=\"6395\" data-end=\"6437\">What Should You Know Before Answering?<\/strong><\/h3>\n<p data-start=\"6439\" data-end=\"6832\"><strong data-start=\"6439\" data-end=\"6470\">What are children\u2019s rights?<\/strong><br data-start=\"6470\" data-end=\"6473\" \/>These are promises made by governments to ensure that children and young people under 18 can live safe, good lives wherever they are.<br data-start=\"6606\" data-end=\"6609\" \/>The <strong data-start=\"6613\" data-end=\"6654\">Convention on the Rights of the Child<\/strong> explains who children are, what their rights are, and what responsibilities governments have.<br data-start=\"6748\" data-end=\"6751\" \/>All rights are <strong data-start=\"6766\" data-end=\"6806\">interconnected and equally important<\/strong>\u2014and cannot be taken away.<\/p>\n<p data-start=\"6834\" data-end=\"7311\"><strong data-start=\"6834\" data-end=\"6869\">What is the right to education?<\/strong><br data-start=\"6869\" data-end=\"6872\" \/>Education is one of these rights.<br data-start=\"6905\" data-end=\"6908\" \/>All children and youth have the right to education, <strong data-start=\"6960\" data-end=\"6990\">regardless of who they are<\/strong>\u2014for example, their race, gender, disability, whether they are detained, or if they are refugees.<br data-start=\"7087\" data-end=\"7090\" \/>Education supports <strong data-start=\"7109\" data-end=\"7139\">growth, health, and safety<\/strong>, prepares children for jobs and participation in society.<br data-start=\"7197\" data-end=\"7200\" \/>Yet, according to <strong data-start=\"7218\" data-end=\"7228\">UNESCO<\/strong>, <strong data-start=\"7230\" data-end=\"7271\">251 million children and young people<\/strong> around the world are <strong data-start=\"7293\" data-end=\"7310\">out of school<\/strong>.<\/p>\n<h3 data-start=\"7318\" data-end=\"7344\"><strong data-start=\"7322\" data-end=\"7344\">Are You in School?<\/strong><\/h3>\n<ul data-start=\"7345\" data-end=\"7503\">\n<li data-start=\"7345\" data-end=\"7421\">\n<p data-start=\"7347\" data-end=\"7421\">Are you attending <strong data-start=\"7365\" data-end=\"7390\">pre-primary education<\/strong> (kindergarten, nursery, etc.)?<\/p>\n<\/li>\n<li data-start=\"7422\" data-end=\"7461\">\n<p data-start=\"7424\" data-end=\"7461\">Are you attending <strong data-start=\"7442\" data-end=\"7460\">primary school<\/strong>?<\/p>\n<\/li>\n<li data-start=\"7462\" data-end=\"7503\">\n<p data-start=\"7464\" data-end=\"7503\">Are you attending <strong data-start=\"7482\" data-end=\"7502\">secondary school<\/strong>?<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"7510\" data-end=\"7563\"><strong data-start=\"7514\" data-end=\"7563\">How Will My Views Be Used?
