They are unpaid and their tenure is limited to a maximum of six years. As of November 2025, there are 46\u00a0<a href=\"http:\/\/spinternet.ohchr.org\/_Layouts\/SpecialProceduresInternet\/ViewAllCountryMandates.aspx?Type=TM\" target=\"_blank\" rel=\"noopener\">thematic<\/a>\u00a0and 13\u00a0<a href=\"http:\/\/spinternet.ohchr.org\/_Layouts\/SpecialProceduresInternet\/ViewAllCountryMandates.aspx\" target=\"_blank\" rel=\"noopener\">country<\/a>\u00a0mandates.<\/p>\n<p>With the support of the Office of the United Nations High Commissioner for Human Rights (OHCHR), special procedures:<\/p>\n<ul>\n<li>Undertake\u00a0<a href=\"https:\/\/www.ohchr.org\/en\/special-procedures-human-rights-council\/country-and-other-visits\" target=\"_blank\" rel=\"noopener\">country visits<\/a><\/li>\n<li>Act on individual cases of reported violations and concerns of a broader nature by sending\u00a0<a href=\"https:\/\/www.ohchr.org\/en\/special-procedures-human-rights-council\/what-are-communications\" target=\"_blank\" rel=\"noopener\">communications<\/a>\u00a0to States and others<\/li>\n<li>Contribute to the development of international human rights standards, and<\/li>\n<li>Engage in advocacy, raise public awareness, and provide advice for technical cooperation.<\/li>\n<\/ul>\n<h3>How do special procedure mandate-holders make a difference?<\/h3>\n<p>Special procedure mandate-holders help advance human rights in ways both small and large. You can use the special procedures communications process to report this information.<\/p>\n<p><a class=\"link-item--with-arrow-light-blue-underline link-arrow-span link-arrow-processed\" href=\"https:\/\/www.ohchr.org\/en\/special-procedures-human-rights-council\/what-are-communications\"><span class=\"link-item__text\">Learn how the special procedures communications process can help you\u00a0<span class=\"link-item__arrow\" aria-hidden=\"true\">\u00a0\u00a0<\/span><\/span><\/a><\/p>\n<p>&nbsp;<\/p>\n<h3>Cooperation with the special procedures and acts of intimidation and reprisals<\/h3>\n<p>Special procedures can only fulfill their mandates effectively when individuals and groups engage with them without fear of intimidation or reprisal. Yet mandate-holders have noted a rise in instances of intimidation and reprisals against those who cooperated with them.
