\u00a0<\/b>1- Places of deprivation of liberty under the authority of the Directorate General of Internal Security Forces, Ministry of the Interior<\/span>.\u00a0 This includes prisons, pretrial detention facilities, police stations, disciplinary centers for minors, temporary detention facilities on border passages, airports, and seaports, investigation facilities of the ISF Information Department.\u00a0<\/span><\/p>\n 2- Places of deprivation of liberty under the authority of the General Directorate of the General Security, Ministry of the Interior. This includes temporary detention facilities, refugee detention centers, shelters and safehouses for migrants and survivors of human trafficking, and temporary detention facilities on border passages, airports, and seaports.\u00a0<\/span><\/p>\n 3- Places of deprivation of liberty under the authority of the General Directorate of State Security, Supreme Defense Council. This includes temporary detention and investigation facilities.\u00a0<\/span><\/p>\n 4- Places of deprivation of liberty under the authority of the General Directorate of Customs, Ministry of Finance. This includes temporary detention facilities on border passages, airports, and seaports.\u00a0<\/span><\/p>\n 5- Places of deprivation of liberty under the authority of Lebanese Army, the Ministry of National Defense. This includes prisons and temporary detention centers and facilities including military barracks, military police pretrial detention stations, investigation facilities of the Military Intelligence.\u00a0<\/span><\/p>\n 6- Places of deprivation and or restriction of liberty under the authority of Parliament Security Force, comprising parliament police and internal security forces and Lebanese army company. This includes temporary detention and investigation facilities.\u00a0<\/span><\/p>\n 7- Places of deprivation and or restriction of liberty under the authority of governmental and non-governmental organizations, under the supervision and\/or contractual status of the Ministry of Public health. This includes Hospitals and Psychiatric Institutions that treat persons with mental health conditions, places of quarantine, elderlies centers including dementia patients,\u00a0 drug treatment centers, alcohol treatment centers, and any other treatment centers that include deprivation of restriction or liberty.<\/span><\/p>\n 8- Places of deprivation and or restriction of liberty under the authority of governmental and non-governmental organizations, under the supervision and\/or contractual status of the Ministry of Social Affairs. This includes orphanages centers and associations, boarding schools for persons with disabilities, shulters for gender based violence survivors, shelters for human trafficking survivors, shelters for LGBTQ+ survivors of violence, and elderlies centers and shelters.\u00a0<\/span><\/p>\n 9- Places of deprivation and\/or restriction of liberty under the authority\/jurisdiction of diplomatic missions in Lebanon. This includes shelters for migrant domestic workers, shelters for gender-based violence survivors, shelters for human trafficking survivors, or any other form of shelters established by embassies and\/or consulates for migrant domestic workers inside or outside embassies premises and territorial jurisdiction<\/span>.\u00a0<\/span><\/p>\n Taking into consideration the limitations on accessibility in light of the relevant provisions of international law, and in particular that of the 1961 Vienna Convention on Diplomatic Relations\u00a0 (done at Vienna on 18 April 1961) and the 1963 Vienna Convention on Consular Relations (Done at Vienna on 24 April 1963).<\/span><\/em><\/p>\n 10- Places of deprivation and or restriction of liberty under the authority of governmental and non-governmental organizations, under the supervision and\/or contractual status of the Ministry of Education and Higher Education.
