Article 1: Establishment of the National Human Rights Commission, including the Committee for the Prevention of Torture
Under the present law, an independent body is established under the name of “The National Human Rights Commission” (hereafter referred to as “NHRC”), which shall serve in its legal capacity and enjoy financial and administrative independence.
The NHRC includes a permanent committee under the name of the “Committee for the Prevention of Torture” (hereafter referred to as “CPT”).
All members of NHRC and CPT and their employees and related staff shall carry out their functions with complete independence from any other authority in the framework of the present law’s provisions. The CPT shall also fulfill its functions and complete its reporting without interference from the NHRC.
